USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:
(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of health services at facility and community levels and
(iii) improving health systems governance, within the context of federalism.
The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

LOCATION: Any of Humla, Dolpa, Mugu, Jumla, Rukum - West, Jajarkot, Kalikot, Dailekh, Surkhet, Salyan, Dang, Banke, and Bardiya
ROLE PURPOSE:
With support of province-based Health Systems Strengthening (HSS) Specialist, the Technical Officer–HSS will work collaboratively with other Technical Officers (Information Systems and MNCH/FP) to support District Coordination Committees (DCCs), District Health Offices (DHOs), or their equivalent in new federal structure and selected Municipality officials in preparation of Annual Workplans and Budgets for the targeted municipalities, as well as timely execution of these plans and budgets. In addition, the Technical Officer will provide technical support to municipalities for preparation of Municipal Health Profile, if required and stakeholders mapping. S/he will provide technical assistance, as required, for sound management of other health systems components at municipal level, with a focus on human resources planning and management and essential medicines supply. The Technical Officer -HSS will also be responsible to work with health facilities and management committees to strengthen service delivery systems, facility-based planning and the management capacity of the committees. S/he will report directly to the Provincial Deputy Team Lead.
