The Swiss Agency for Development and Cooperation (SDC) is providing Technical Assistance (TA) to the Government of Nepal (GoN) for the implementation of the Motorable Local Roads Bridge Programme, Phase-IV in all 7 provinces.

Job Outline

A Technical and Social Safeguard Officer (TSSO)’s primary work is to supervise bridge construction works mainly during the critical milestones and do necessary reporting (technical, financial and social aspects) of the bridges in the Provinces.

Qualifications and Experience

Technical Officer shall have Intermediate /Diploma degree in Civil Engineering with 4 years of experience or Bachelor’s Degree with 3 years of experience in the field of motorable bridges and infrastructure development. The candidate must have capability to supervise the construction of motorable bridges as per the provided designs and drawings. S/he should have supervised construction of at least 5 motorable bridges of different types. such as RCC, suspension, arch, truss, compact, pre-fabricated bridges etc. Experience in INGOs/any development sector/LRBP with good spoken and written English and Nepali

Main Tasks & Responsibilities

Under the overall guidance and supervision of the PBC and PBE, s/he will be responsible for construction, supervision, quality control, reporting of the bridges in the provinces. In detail, the TOs with shall carry out but not limited to the following tasks:

  • Support the PBC and PBEs in annual motorable bridge planning and budget preparation, based on the available PRMPs and PIPs;
  • Support the PG institutions, private consulting firms in surveys, site selection.
  • Support in supervision of the works of the contractors and ensure a good quality of work and report it to the PG institutions;
  • Continuously monitor the performances of contractors and their workers at the critical milestones by visiting the site;
  • Support PG institutions/consulting firms to prepare the working drawings and quantity/cost estimate.
  • Assist the Employer (or its representative) in performing all the tasks related with construction supervision, like quality assurance, IPCs, contractual communications as per contract document and as
  • instructed by the respective Employer and PBC;
  • Keep the record of daily site activities like physical progress, labour and material status as instructed by the PBC.
  • Keep track of OHS related issues and social issues ( like land acquisition, direct and indirect effects of construction activities on societies in the Zone of Influence) of the construction site. 
  • Support PBCs and PBSEs in monitoring and reporting on all the progresses including physical, financial and social aspects of the bridge construction monthly, quarterly and on annual basis.
