Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified individuals for Support to Health Sector Strategy II (S2HSS II). GIZ is supporting the Ministry of Health and Population (MoHP) to implement the Nepal health sector strategic plan through S2HSS II. The overall goal of S2HSS II is to strengthen the capacities of the institutions responsible for social health protection and healthcare provision of the population. S2HSS II covers three major areas of work in Nepal:

  1. The institutional capacities to guarantee the financial sustainability of the national health insurance scheme run by HIB are enhanced.
  2. Municipal evidence-based health sector management has been improved with the collaboration of representatives of vulnerable women and marginalized groups.
  3. The institutional capacities of state actors to network digital information systems within the health service have been enhanced.

Duty Station: Dhangadhi

Starting From: 1 May 2020

Responsibilities:

  • Capacitate local governments in creating awareness, orientation, promotion, and deployment of Renewable Energy Technologies (RETs)
  • Support the establishment of Renewable Energy Units in local governments and provide support in planning (baseline study, municipal energy plan), resource mobilization (e.g. budgeting), policy formulation, monitoring, and quality control
  • Support to establish functional linkages between local governments, provincial governments, AEPC and service providers in the province
  • Support local governments and the private sector in planning and implementing financially and commercially sustainable RE projects
  • Support the implementation of innovative business models (e.g. municipality as utility, pay as you go, fees for service, etc.) for governments and private sector
  • Ensure the mainstreaming of Gender Equality and Social Inclusion (GESI) approaches and principles on local level
  • Develop and implement approaches to improve the livelihood of disadvantaged groups and women through the productive use of energy
  • Design and organize activities for financial institutions to mobilize credit financing for RETs (e.g. financial literacy, development of loan products, etc.)
  • Oversee the development of Information, Education, and Communication (IEC) materials such as brochure, flyers, posters, factsheet, success stories, case studies, and other relevant materials
  • Work in close cooperation and coordinate with other programme of AEPC and other rural energy programs/projects of AEPC in the province to ensure synergies
  • Design, plan, coordinate and conduct capacity development activities, awareness, workshops, orientation programmes 

Required Qualification and Experience:

  • Bachelor’s degree in engineering, environmental science, (renewable) energy, management and/or related topics with 8 years of total working experience in renewable energy sector and energy related issues 
  • OR a master’s degree in engineering, environment science, (renewable) energy, management and/or related topics with 5 years of total working experience in renewable energy sector and energy related issues
  • At least 5 years of experience in capacity development and organizational development on Renewable Energy
  • At least 5 of experience working on renewable energy in rural areas 
  • At least 2 years of experience working with local governments and providing policy support
  • Experience in improving livelihoods of disadvantaged groups and women through Productive Energy Use
  • Proven track-record in leading work-packages independently and supervising (teams of) consultants and managing contracts
  • Work experience with public private partnerships and innovative market-based business model will be an added advantage
  • Work experience in promoting access to credit finance for renewable energy will be an asset
  • Working experience in/with international donor funded projects/assignments is of advantage 
  • Computer literacy in Microsoft Office including Word, Excel, Power point and Outlook.
  • Excellent language skills (oral and written) in English and Nepali
