Technical Advisor – Maternal and Child Health, and Nutrition/Family Planning (MCHN/FP)

The Technical Advisor – Maternal and Child Health, and Nutrition (MCHN)/Family Planning (FP) will lead all FP and MCHN activities for the USAID Integrated Nutrition. The Technical Advisor will ensure timely communication, coordination, and arrangements with other program components, teams, staff as well as FP experts from FHI 360 HQ and ensure all MCHN and FP activities are carried out maintaining high technical quality. The person will also ensure FP compliance and requirements and capacity strengthening of USAID Integrated Nutrition staff.

Key Responsibilities

  • Lead the overall design and implementation of improving MCHN and FP services in coordination with the federal, provincial, and local government departments and units and other consortium partners. 
  • Work with all the other program components (nutrition-specific and sensitive components) while developing or implementing program interventions which also includes understanding and internalizing the key outputs, interventions, and approach of each Intermediate Results (IR) under the USAID Integrated Nutrition 
  • Lead the project’s effort to develop innovative, scalable, affordable, and sustainable models in MCHN and FP.
  • Provide technical assistance to the Family Welfare Division and other relevant government offices on MCHN and FP, nutrition, and health at all levels to develop the MCHN and FP-specific standard operating procedures, policies, action plan strategies, guidelines, and protocols.  
  • Facilitate and manage research work and assessments to identify gaps in the delivery of MCHN and FP services. 
  • Lead the development of supportive supervision, quality assurance, and improvement and referral systems and tools on MCHN and FP for facility-based service providers and ensure linkages with other relevant government programs. 
  • Conduct regular monitoring and ensure FP compliance and requirements including capacity strengthening of USAID integrated Nutrition and partner NGO (PNGO) staff.
  • Provide support in developing suitable job aids and social and behavior change communication materials, and offer technical support for documenting best practices, success stories, and lessons learned.
  • Guide improvement of the program performance by continuously monitoring and analyzing the service statistics.
  • Contribute to the preparation of program reports, monthly updates, semiannual reports, technical briefs, and other necessary documents in a thorough and timely manner. 
  • Coordinate with the USAID Integrated Nutrition Monitoring, evaluation, research and learning (MERL) team, the Integrated Health Management Information Section (IHMIS) section of the Department of Health Services (DoHS) to review analyses of IHMIS data on MCHN and FP and share with provinces and PNGOs teams for program learning and adaptation. 
  • Ensure the integration of Gender and Inclusive Development (GID) principles into nutrition and health services at different levels.
  • Represent FHI 360 in the federal, provincial, and local level forums and activities. 
  • Work with health and nutrition services specialists based in provinces to organize training programs and capacity-strengthening efforts for government health workers including those at the federal level including other programming efforts. 

Requirements

  • Master's degree in public health, behavioral and social sciences, or a related field with five to seven of experience in managing public health programs (nutrition preferred), or a bachelor's degree with over seven years of experience as mentioned above.
  • Experience and understanding of the national nutrition, MCHN, and FP program components and implementation requirements.
  • Experience in working and managing diverse teams to implement public health programs—preferably with a focus on MCHN and FP. 
  • Experience in leadership in establishing and maintaining positive working relationships and partnerships with consortium partners and major stakeholders. 
  • Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible, adaptive, and open to managing time as needed for and demanded by the project and for working with different teams in different time zones as needed.  
  • Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills. 
  • Excellent oral and written English and Nepali including documentation skills.
