We are currently seeking qualified candidates for the position of Technical Advisor, Capacity Building and Governance for an anticipated five-year USAID/Nepal Kathmandu Valley – Clean Air Program (KCAP). This program will seek to reduce air pollution in the Kathmandu Valley, and potentially other areas of Nepal, by addressing the sources of air pollution through: 1) building the capacity of and providing technical assistance to government to increase adherence to environmental regulations, use data for solution identification, and drive policy formulation, enforcement and implementation; 2) strengthening existing and new civil society and community networks, particularly those representing marginalized communities, to advocate and advance public interest on improving air quality; 3) and establishing private sector partnerships.

This position is subject to project award, funding, and USAID approval.

Minimum Requirements:

  • Master’s degree in a relevant academic field
  • Minimum of seven (7) years of experience in designing and implementing governance reform, capacity building, and local development planning, with some experience in air pollution mitigation
  • Exceptional understanding of reform, policymaking, and decentralization processes
  • Solid knowledge of Nepal’s civil society sector required
  • Demonstrated experience working and building relationships with GoN officials at national and subnational levels with excellent negotiation skills
  • Preference given to candidates who demonstrate prior experience with policy analysis, research, advocacy, social accountability mechanisms, and GESI 
  • Knowledge of USAID regulations and prior working experience with USAID-supported programs preferable
  • Proven interpersonal communication (IPC) skills and the ability to work with diverse and multidisciplinary teams
  • Qualified female candidates and candidates from ethnic minorities, socially excluded and disadvantaged groups are encouraged to apply
  • Oral and written fluency in English and Nepali required; Proficiency in other local languages desired

Job Description

Reports To: Principal Investigator

Position Description

The KCAP Capacity Building/Governance Advisor will provide technical leadership in designing, implementing, and evaluating the project’s strategy for engaging and building the capacity of government officials at all levels and advancing the project’s policy efforts. The Advisor is responsible for KCAP’s plan for engaging Government of Nepal (GoN) and advancing policy and institutional reforms and enforcement at the municipal, provincial, and federal levels. The Capacity Building/Governance Advisor will serve as the project’s primary liaison with the ministries involved in air quality management efforts and work closely to ensure that project implementation aligns with KVAQMP and other national policy documents. S/he will lead efforts to improve the GoN’s capacity and commitment to use evidence for policymaking, implementation, and enforcement. S/he will develop and maintain working relationships with various GoN stakeholders and secure GoN buy-in for project activities. 

Key Responsibilities:

  • Provide technical support to the KCAP Team in implementing KCAP’s plan for engaging GoN and advancing policy and institutional reforms and enforcement at municipal, provincial, and federal levels
  • Establish alliances with GoN officials at national and subnational levels, and with CSOs and media organizations to promote dialogue, policy reform, and accountable governance
  • Work with project stakeholders to develop air quality management policy and implementation frameworks and facilitate initiatives to strengthen their capacity to understand and apply evidence for improved policymaking, implementation, and enforcement
  • Develop and maintain strong working relations with key municipal, provincial, and federal government representatives, CSOs, media organizations, and IPs
  • Provide other technical and programmatic support as needed
  • Contribute to development of programmatic progress reports, annual workplans, and other programmatic and technical deliverables
  • Ensure that new knowledge and best practices in air quality management and governance are shared and contribute to the knowledge base through participation in local, regional, and global partner and technical networks, scientific forums, and other knowledge sharing platforms
  • Perform other duties as assigned by the PI
