REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Overview:

The Technical Advisor (TA), Adolescent Sexual and Reproductive Health and Rights (ASRHR) will be responsible for providing technical assistance at province level and local level on behavioral change and communication strategies (BCC), regarding adolescent health and development, with focus on school health education and menstrual health and hygiene management. Focus will be on the multisectoral response and collaboration with respective ministries (ministry of health, ministry of education, ministry of women, children and senior citizen etc.), different networks, other non-for-profit organizations and private sectors.

Responsibilities:

Support work planning, implementation, monitoring and reporting on BCC regarding ASRHR, with a special focus at schools on Menstrual health

Provide technical assistance to local level to build capacity in BCC activities and evidence-based planning

Monitor the activities of Implementing partners in the implementation municipality

Contribute to strategic planning, implementation and monitoring of the planned ASRHR activities under S2HSP in the working municipalities:

  • Work with ASRHR team and Implementing Partners in strategic planning, implementation and monitoring of respective activities in the intervention municipalities
  • Collect, analyze and synthesize information/ data and experience on the program priorities to be used for provincial and national advocacy
  • Contribute to the documentation of lesson learnt and best practices as part of knowledge management
  • Contribute to the development of documents, briefing materials for evidence-based advocacy

Maintain all level of coordination with concerned government authorities and relevant stakeholders throughout the intervention:

  • Act as a liaison between GIZ, Implementing Partner and Municipality authority for effective execution of ASRHR interventions in municipality
  • Act as a focal person in relevant governmental task forces, technical working groups on ASRHR/ MHM at provincial and local level and other meetings as required

Required qualifications and experience:

  • Master's Degree in Public Health, Education, Communication, Social Science or in a closely related field
  • More than 5 years’ work experience in public health programme coordination and management
  • Experience on Menstrual Health is an asset
  • Familiar with the public health systems strengthening and international development aid delivery modalities
  • Experience in working with senior officials of partner ministries and regional authorities and successful in facilitating consensus and results within multi-stakeholder settings with various interest groups
  • Strong social, inter-cultural and communication skills 
  • Efficient, results-oriented, reliable and able to work under pressure 
  • Excellent English and Nepali language skills (both verbal and written)
  • Excellent computer skills in data analysis and M&E
