REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Overview:

The Technical Advisor (TA), Adolescent Sexual and Reproductive Health and Rights (ASRHR) will be responsible for the management of the ASRHR working packages under the S2HSP component programme. The TA on ASRHR will work under the overall direction and supervision of the S2HSP Senior Technical Advisor and in close coordination with the Ministry of Health and Population (MoHP), Ministry of Education, Science and Technology (MoEST) and related divisions/units; Family Welfare Division and NHEICC, sub-national authorities, partner UN agencies and I/NGOs. The incumbent will work closely with relevant GIZ/S2HSP colleagues across thematic areas and at all levels of the organization. S/he will participate in related technical committees and sub-groups assigned to him/her.

Responsibilities:

Provide TA to the national ASRHR programme under Family Welfare Division and NHEICC in ASRHR, S2HSP/ ASRHR component including policy and advocacy engagement, and component oversight and management to enable effective implementation:

  • Support planning, implementation, monitoring and documentation of the activities of the S2HSP in the areas of school health programme/ASRH education, gender friendly infrastructure and waste management in schools including the linking to other behavioral change and communication strategies and channels (radio, social media, etc.) as well as data analysis on ASRHR with a focus on Menstrual Health and Hygiene Management (MHM), at central, provincial and municipality level
  • Coordinate the development of a multi-year work plan and budget together with the co -TA ASRHR, implementing partners and key stakeholders based on the project documents and promote sustainability of interventions
  • Provide technical input to the respective municipalities to establish monitoring mechanism for school education in ASRHR with focus on MHM 

Ensure effective coordination and communication in the implementation of the school health programme at federal, provincial and municipal level: 

  • Develop advocacy and communication strategy including IEC materials for school health education on ASRHR, MHM together with NHEICC Advocacy and Communication responsible 
  • Ensure coordination and harmonization of school health education on MHM interventions through regular participation in relevant health and education sector and other meetings, convened by MoHP, MoEST, implementing partners, donors/UN agencies and the MHM Practitioner Alliance 
  • Coordinate regular meeting with implementing partners and ensure tracking of project implementation and progress, preparation and timely submission of progress reports, and others knowledge management tools as required

Supervision and monitoring of the school health education/ASRHR component: 

  • Coordinate the development of a robust RBM (Result Based Monitoring) framework and mechanism for regular project monitoring and reporting with co -TA at decentral level 
  • Facilitate capacity building on relevant M&E tools and M&E framework of the implementation partners 
  • Gather information and evidence to build a knowledge base that will help guide policy and programme interventions

Required qualifications and experience:

  • Master's Degree in Public Health, Education, Communication, Social Science or in a closely related field
  • More than 5 years’ work experience in public health programme coordination and management
  • Experience on Menstrual Health is an asset
  • Familiar with the public health systems strengthening and international development aid delivery modalities
  • Experience in working with senior officials of partner ministries and regional authorities and successful in facilitating consensus and results within multi-stakeholder settings with various interest groups
  • Strong social, inter-cultural and communication skills 
  • Efficient, results-oriented, reliable and able to work under pressure 
  • Excellent English and Nepali language skills (both verbal and written)
  • Excellent computer skills in data analysis and M&E
