Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal German enterprise and supports the German Government to achieve its policy objectives in international cooperation and sustainable development. The department International Services is an integral part of GIZ and provides its services to international clients such as the EU, bi- and multilateral organisations, national governments as well as private sector companies.

Currently, GIZ International Services is preparing to bid for the EU funded project “EU-Nepal Trade and Investment Programme” and is seeking applications from suitable candidates.

The overall objective of the EU-Nepal Trade and Investment Programme (TIP) is to contribute to Nepal’s sustainable and inclusive economic growth and poverty reduction. The programme will work towards the increase of trade and participation in regional and global value-chains, an improved investment climate to attract Foreign Direct Investment (FDI) and an improved trade and investment coordination strategy.

Duty Station: Kathmandu

 Responsibilities:

The Team Leader will be the primary contact for the EU as the Contracting Authority as well as for the Government of Nepal and the involved institutions. She/he will be expected to:

  • Provide leadership to the Project Team
  • Take responsibility for the coordinated and efficient implementation of the various components and manage the work of the expert team
  • Will work closely with target groups and partners, under the authority of the EU Delegation
  • Address procedural and regulatory obstacles for foreign direct investment 
  • Enhance capacities in the government on the formulation of trade and investment policies and implement regulatory reforms
  • Support integrated Trade and Investment sector policy and strategy through policy dialogue 
  • Improve information sharing and coordination mechanism for rural/economic and trade investment programmes

Required Qualifications and Experience:

  • Master’s Degree in business, economics or another relevant field, preferably with a focus on trade
  • At least 10 years of professional experience in trade and investment policy implementation, among these at least five years in developing countries or emerging markets
  • At least 3 years of experience in managing international project teams
  • Ability to understand the political environment and build strong relationships with the government, national authorities and institutions to achieve results
  • Proven track record of professional experience in managing multicultural teams of technical specialists with strong facilitation, leadership and communication skills
  • Strong experience in reforming trade and investment regulation in developing countries
  • Solid track record in capacity development for senior governmental level with focus on trade and investment policy making, regulations on foreign direct investment and the negotiation of trade agreements
  • Strong experience in facilitating dialogue and interaction of multiple public and private sector stakeholders
  • Fluency in English, both spoken and written
  • Experience with EU-funded projects would be a strong asset
  • Experience in South Asia and specifically in Nepal is desirable
