Teaching-Learning Officer

Established in 2009, the Centre for Educational Policies and Practices (CEPP) seeks to promote education as the foundation for sustained prosperity in the Nepalese society and the world at large - guided by social justice. CEPP wishes to a) induce changes by putting parents and teachers at the centre of educational reform efforts; b) ensure right to basic education through improvement of educational governance at all levels – especially at school levels making use of existing positive provisions. CEPP is primarily concerned with lower levels of education although may get engaged in any areas of education that promotes education as an equalizer of the society while promoting peace and sustainability. Its field work is based in the Rural Municipalities of Bagmati (Makwanpur), Hariharpur Gadhi (Sindhuli), Aamachhodingmo (Rasuwa) and Chandranagar (Sarlahi).

Position: Teaching Learning Officer (Senior or junior depending on qualification and experience) 
Duty Station: Kathmandu based mobile in CEPP field projects: Makwanpurgadhi RM, Makwanpur; Bagmati  RM, Makwanpur; Hariharpurgadhi RM, Sindhuli; Aamachhodingmo RM, Rasuwa; Changranagar RM, Sarlahi 
Contract type: Fulltime mobile (At least 70% in the field; initially a bit more desk work and less field)
Term of Appointment: Annual contract, open ended and performance dependent 
Remuneration: Negotiable - performance-based within a framework. 
Start Date: To be started immediately. 
Position Summary: Support effective teaching and learning in schools and in the organization. 

Key Qualification, Competencies and scope 

  • Bachelor’s Degree in Educational/Pedagogical Sciences with 1-3 year experience in teaching in schools  preferably in lower grades. Bachelors in other fields with experience, interest and commitment on  education can also be considered. Masters is not automatically an added advantage.  
  • Proficiency in spoken and written Nepali (Public Service Commission level) and English (near TOEFL  level) with reasonable handwriting and knowledge of local language(s) will be an advantage.
  • Basic Computer Skills (Word, Excel, Power point, Internet and Email)  
  • Basic General Knowledge (to the level of Public Service Exams) 
  • Understanding of Nepal’s School Education System with historical understanding  
  • Understanding of the concept of political-economy and global ecological concepts with commitment to  the cause of deprived. 
  • Capacity to travel on foot long distances and ability to work in harsh living conditions (not applicable to  physically challenged persons).  
  • Biking skill and two-wheeler driving license

Tasks 

Supporting and Monitoring

  • Prepare indicators and monitor effectiveness of teaching and learning in the schools.  
  • Identify needs of teachers for input for their effective teaching and learning in individual schools of the  working area. 
  • Monitor implementation of trainings, decisions and input provided to teachers.  
  • Assist other colleagues for their needs of pedagogy for their effective deliberations – training, dialogue,  delivery. 

Advocacy and Lobbying 

  • Promote/advocate the following issues/ subjects in relevant contexts:
    -Public Education in general – particularly primary grades 
    -Child-centered teaching 
    -Mother tongue/multi-lingual teaching
    -Non-discrimination and positive discrimination in schools
    -Dignity of Teaching Profession
    -Complimentary role of parents for quality education 
    -Need for enhancing learning achievement in public schools.

Coordination and Communication 

  • Communicate and coordinate with the stakeholders as necessary.  
  • Coordinate with relevant staff for collaboration and/or provide/seek support for effective delivery.

Training and Capacity Building 

  • Collect and provide synthesized info on pedagogic/ academic happenings in the field and share it in the  institution.  
  • Get update and prepare status of academic aspect in schools including profile of teachers, learning  achievements of students.  
  • Coordinate and organize training for teachers. 

Reporting and Documentation 

  • Extract from staff reports and observation the information on the theme i.e. teaching/ learning and  compile quarterly report.  
  • Make a short personal quarterly report with outlines of engagement and reflection.  

Expected Job Outcomes 

  • School environment is pleasant both in tangible and non-tangible terms – parents have positive  approach towards the school. 
  • There are adequate children in the school – proportional to the inhabitants of the concerned school’s  catchment.  
  • Attendance of teachers and pupils is regular in schools. 
  • Learning achievement of the pupils is satisfactory.  
  • Supplementary learning material exists and can be provided to the teachers. 
  • Teachers have approached the job holder when a task to be done in school is beyond their capacity.  
  • Both CEPP and the job holder are known what they stand for: dedicated for the improvement of quality  of teaching and learning in the schools taking education as the great equalizer.  
  • Teachers do regard CEPP as a group on their side when a teachers’ performance is satisfactory.  
  • Get updated on the happenings on the theme through media and other sources.  
  • Updated with teachers’ terms and conditions of service. 
  • CEPP as well as the job holder is known for the values and themes it/he/she stand(s) for.  
  • There is high flow of communication among the colleagues. 
  • Trainings, workshops, seminars relating the subject are planned and effectively held in the working  area.  
  • Adequate back up material exists (demanded, acquired, prepared) at hand to augment training. 
  • Reports from the activities are produced in time and made available for further processing.  
  • Quality of reports is good (i.e. report can be compiled without asking more details and follow up  questions).  
  • It gives an analytical and factual picture of the theme.
