Contract Length : For Dolakha- Till October 2016 and For Gorkha- Till July 2017 

Location: VDCs under District Office- Gorkha (2 positions) and Dolakha (2 positions)

BRIEF POSITION DESCRIPTION
This position holder(s) is responsible to carry out day to day supervision of community infrastructure construction projects that are implementing/going to be implemented in different VDCs of Gorkha and Dolakha districts. The types of community infrastructure construction projects to be supervised by position holder are School Buildings with WASH facility, Health Post (HP) Buildings with WASH facility and Out Reach Center (ORC) buildings with WASH facility. This position is based on VDC and reports to Infrastructure Technical Officer. In close consultation with line manager s/he manages workmanship in construction site, daily supervises and ensures quality of construction works as per agreed drawing and estimates. This position holder(s) has to report work progress in regular weekly basis with evidences of quality and work progress. As per need, s/he has to report instantly if any kind of challenges, threats, negligence, fraud, violation of child safeguarding policy and poor quality of work are occurred or suspected in responsible construction sites. Also, position holder(s) will coordinate with local stakeholders like VDC, HFMC, SMC and PNGO in a regular basis. Knowledge of Auto Cad, MS office and relative work experience is highly expected from position holder(s).
Some aspects of this position will require working within very remote communities in minimum setup and equipment and so the post holder should be prepared to walk for long distances and sleep/stay overnight in remote locations when necessary.


MAIN RESPONSIBILITIES

  • Conduct safety assessment of proposed construction site.
  • Ensure the selected sites are appropriate as per the project requirements & as per the standard construction guidelines and have been agreed by relevant stakeholders.
  • Provide layout of construction items at site before excavation of foundation.
  • Check quality of all local and non-local construction materials delivered by community/contractors/suppliers at construction site. This position holder(s) reserves right to reject any construction materials supplied at construction site by any party (contractor or supplier or community) if they do not comply minimum quality standard as illustrated in agreed drawings, estimates and BoQ. Before making decision, coordination with line manager and respective party who delivered construction materials is must.
  • During implementation of construction projects, this position holder(s) reserves right to disqualify or dismantle constructed quantity of work if it do not comply minimum quality standard as illustrated in agreed drawings, estimates and BoQ. Before making decision, coordination with line manager and respective party who delivered construction work is a must.
  • Measure work progress, fill Measurement Bills (MB) as per actual work progress and report to Infrastructure Technical Officer(s).
  • Ensure the standard and quality of construction materials for renovation, reconstruction and construction works.
  • Ensure that all the construction works are child friendly and meet the minimum requirement of national building code and other national standards.
  • Monitor the progress against planned activities and results and corrective actions if required for achieving the target results.
  • Maintain regular communication with relevant team members for quality, and timely accomplishment of the works.
  • Work closely with GoN line agencies at VDC level like VDC, HFMC, SMC, contractor’s team and PNGO team for quality implementation of renovation, reconstruction and construction works as per the agreed plan.
  • Ensure the partner organizations maintained transparency and social audit of renovation, reconstruction and construction works.
  • Provide field visit reports, weekly progress reports with evidences of progress-pictures and challenges.


QUALIFICATIONS & EXPERIENCE

  • Intermediate level - Diploma in Civil Engineering (minimum).
  • 2 years* of extensive technical experience in supervision of community buildings construction works like health post, schools etc. (1 year for GSI group*).
  • Knowledge of Auto Cad is highly preferable. Preparing estimate and BoQ, submit construction project progress report based on measurement bills (MB) are also preferable.
  • Excellent teamwork, communication and interpersonal skills.
  • Proficiency on Microsoft Word and Excel.
  • Good time management skills
  • Fluency in written and spoken Nepali and English
  • Flexibility and willingness to change work practices and hours to adapt to emergency situation, and capability to work in difficult to access environment 

Available to travel in country several days a week
