USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:
(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of health services at facility and community levels and
(iii) improving health systems governance, within the context of federalism.
The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Background:
As part of this support, SSBH has designed a process for integrating municipal health emergency response plans with disaster preparedness and response planning. SSBH is currently working across its operational area to facilitate the planning process in 138 municipalities, and 14 municipalities have already endorsed the integrated plans for inclusion in planning and budgeting for FY 79/80.
As part of support for municipal-level health emergency response mechanisms, SSBH will also promote integration of business continuity plans into health emergency and response planning. SSBH will collaborate with USAID’s Tayar Nepal project on workshops in two municipalities common to both projects, with the aim of developing business continuity management plans to be included as annexes in the municipalities’ Health Emergency and Disaster Preparedness and Response Plans (HE&DPRP). SSBH will share Tayar Nepal’s technical guidance on business continuity planning, along with the plans developed in the joint workshops, with health section chiefs in the remaining 136 municipalities, to encourage consideration of business continuity management in future health emergency and response planning. SSBH is currently seeking the services of a qualified expert with experience in business continuity planning in the context of emergency preparedness and response, to facilitate integration of these measures into municipal Health Emergency and Disaster Preparedness and Response Plans, and orient municipal officials to the importance of having business continuity plans in place in the event of Health Emergency.
Objectives of the assignment
The objective is to enhance the capacity of municipal authorities in health to design, develop and integrate business continuity measures into Health Emergency and Disaster Preparedness and Response Plans. Through the workshops (two), the municipal authorities will (1) understand the elements of business continuity management framework and how it complements the overarching health emergency and disaster preparedness and response plans, (2) be able to analyze the impacts of disaster risks, (3) develop business continuity strategies, (4) design, develop and integrate business continuity plans in the HE&DPRP.
Scope
Level of Effort: Estimated 15 days, with 1-2 trips to Birendranagar (Surkhet) and Tulsipur (Dang)
