Position: Specialist- Human Resources Operation

Main Duties & Responsibilities

  • Develop and enforce HR policies that comply with legal and regulatory standards.
  • Oversee HR audits, governance practices, and ensure transparency in decision-making.
  • Ensure compliance with labor laws and employment regulations.
  • Manage employee relations matters, including addressing grievances, resolving disputes, and fostering a collaborative work environment.
  • Ensure strict compliance with Nepalese labor laws, including preparing and submitting timely reports and documentation to labor offices, labor departments, labor courts and other labor related external stakeholders.
  • Develop and enforce HR policies that comply with legal and regulatory standards.
  • Oversee HR audits, governance practices, and ensure transparency in decision-making.
  • Ensure compliance with labor laws and employment regulations.
  • Build and sustain collaborative relationships with trade unions, fostering mutual trust and understanding.
  • Oversee and facilitate the various internal committees to collaborate with internal teams to maintain harmonious relationships with unions while upholding organizational policies.
  • Lead the periodic review, update, and implementation of internal bylaws, HR policies, procedures, and guidelines to ensure alignment with legal and organizational standards.
  • Provide guidance to Ncell teams on effectively managing, ensuring seamless operations and compliance with labor regulations.
  • Oversee disciplinary processes, ensuring adherence to organizational policies and Nepalese labor laws.
  • Facilitate investigations and recommend appropriate actions to address employee misconduct in a fair and transparent manner.
  • Identify and manage HR Risk through preparing and regularly monitoring / reporting risks related to HR and further implement work on effective mitigation plans.

Qualifications & Experience

  • Minimum of bachelor’s degree in management with 4 years of relevant experience OR master’s degree / Professional Degree with 2 years of relevant experience. 
  • Experience in managing compliance audits, labor law adherence, union negotiation and HR policy governance.
  • Proven experience preparing for and representing the organization with labor offices, courts, and regulatory bodies.

Profile

  • In depth understanding of Nepalese Labor Act and related legal frameworks.
  • Ability to translate complex legal requirements into practical HR policies and procedures.
  • Skilled in handling grievances, dispute resolution, disciplinary actions, and building employee trust.
  • Ability to influence outcomes while maintaining objectivity and fairness.
  • Track record of developing, reviewing, and enforcing HR policies, bylaws, and codes of conduct.
  • Familiarity with HR audits, compliance risk mapping, and reporting frameworks.
  • Skilled in drafting and operationalizing governance mechanisms and internal HR committees.
  • Exposure to ethics investigations, whistleblower mechanisms, or corporate integrity frameworks is a plus.
  • Reviews situations or problems related to the work and presents all perspectives clearly for analysis.
  • Reviews and recommends new solutions or techniques to improve work output
  • Try to review links beyond own work area.
  • Seeking to learn more about other parts of the unit, or function.
  • Proactively seeks out customers' input to obtain feedback on performance.
  • Effectively communicates with others to obtain needed information or support.
  • Adapt rules or recommend alterations in normal procedures to get a job done well.
  • Understands personal strengths & weaknesses and works on constructive feedback to improve one's work performance.
