Purpose of the Position:

Conscious Society for Social Development (CSSD) in partnership with World Vision International Nepal is implementing Household Disaster Preparedness Project (HDPP) with the support of USAID TAYAR funding. The project major focus is on  enhancing the capacity of the individual households and communities for better disaster preparedness and response along with preparing the HHs level disaster preparedness and response plan after an extensive vulnerability assessment carried out at each HH of the targeted community followed by community, ward and of local level.

The social mobiliser must have good understanding of the DRR, proven strong coordination skill with local government, mainstreaming DRM into development plan, ability to conduct the VCA of each HHs using the mobile based applications (online and offline data collection, survey conduction) and work closely with Local Government, Local Disaster Management Committee, Ward Disaster Management Committee and with targeted community households. With the support of the Project Coordinator, Social Mobiliser need to orient and capacitated the community HHs on DRM issues and prepare the Household Disaster Preparedness Plan (HDPP), facilitate on the formation and functionalization of the CDMCs and LDMCs and play crucial role for mainstreaming the prepared HDPP with the ward and municipal plans. 

The SM must have DRR project implementation experience of at least three years and expected to spend 90% of the time in the proposed working area and 10% of time in district headquarter. 

Major Responsibilities:

• Facilitate and support in the formation of Community Disaster Management Committee (CDMC) Ward Disaster Management Committee (WDMC) in target area;
• Facilitate and lead the Vulnerability and Capacity Assessment (VCA) process for the formulation of Household Disaster Preparedness Plan. The SM is also expected to lead the data collection process for the VCA which will be done using a mobile based digital platform. Ensure that capacity development activities such as DRR orientation, information sharing and awareness raising activities to reach target community;
• Support to conduct the CDMC and WDMCs to organize meeting and be part of it. 
• Organize the local ward level trainings, meetings and events in coordination with the government and community groups as require; 
• Participate in the ward/municipal level meetings organized by the local government and influence on the HDPP and DRR mainstreaming into the regular developmental process;
• Prepare and compile the success stories and case studies and also document the learnings; 
• Ensure photographs are secured for key events in order to track progress over various time intervals
• Maintain close coordination, relationship and communication with targeted community, ward and local level stakeholders

Minimum Qualification and Experience require

• Intermediate (Bachelor preferred) in relevant discipline with at least 3 years experiences on DRR projects having strong social mobilization/influencing skills; 
• Previous data collection experience using mobile based data collection platforms ( for example Kobo Toolbox) 
• Comfortable operating android based cellular phones/ tablets and applications like google maps, maps.me, google earth etc. in a phone/tablet.
