TEAM/PROGRAMME: Senior Management Team

LOCATION:  Kathmandu 

Child Safeguarding Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people


ROLE PURPOSE: 


As a key member of the Senior Management Team, the incumbent will ensure the effective implementation and sustenance of safety and security of our beneficiaries, partners and our staff. The incumbent will also contribute to the strategic direction and leadership of Save the Children as a whole. S/he will develop, review and update the safety and security management plan and SOPs relevant to the changing security context of the operating environment to minimise risks to staff, partners, communities and our programme and organisational assets. It is essential that our staff and beneficiaries can live and operate in a safe and secure environment.


Nepal’s importance in Save the Children’s regional and global operations means that the incumbent will also be required to contribute to regional and global discussions about Save the Children’s safety and security policies and operations.


KEY AREAS OF ACCOUNTABILITY:


As a member of the Senior Management Team:

  • Contribute to the overall leadership and direction of Save the Children in Nepal.
  • Be responsible for drafting of Country Security Management Manual and its periodical review and updates as and when required; ensure SMT members are inducted in safety and security management, cascade the same downwards through Nepal CO security structure at sub-national level.
  • Establish a safety and security management structure, consistent with SC security standards and expectations.
  • Support the development of an organisational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for the donors.


Safety and Security Assessment and Analysis:

  • Develop a strong analysis of Save the Children’s safety and security posture in Nepal and use this analysis to advise the Country Director on the development of current and new programme activities.
  • Be prepared to do this at speed in the event of a sudden onset humanitarian disaster.
  • Able to present top quality assessments of the threats and risks to SC in Nepal
  • Based on information gathered, provide SCI management with security risk analysis relevant to the area of operations. 
  • Provide sound solutions to significant and emerging security threats and risks.
  • Develop post incident analysis and follow up on recommendations.


Safety and Security Procedures and Policy

  • Ensure that Save the Children in Nepal has strong and effective safety and security procedures in place.
  • Ensure that these procedures are compliant with Save the Children’s regional and global safety and security procedures and policies.
  • Be ready to provide close support to the Country Director to handle safety and security crises.
  • Develop a joint safety and security plan for the country with the involvement of the key staff members i.e. SMT and S&S staff.
  • Review security procedures (SOP) for all field operations in all sub offices and make visits to sub offices. 
  • Provide detailed analysis to SCI management in Nepal to gain and maintain secured and safe physical access to its field operations, how and what needs to be put in place in order for Save the Children to work in that area with its partners or on its own with minimum risk to SCI staff 
  • Lead drafting, review and amendments/updating of the following to keep them relevant and responsive to the changing internal policy environment and external contextual dynamics:

  1. Safety and Security Management Plan (SSMP)
  2. Comprehensive Medevac Plan
  3. Evacuation, relocation and hibernation policy, plan and procedures
  4. Standard Operating Procedures (SOPs) and guidelines related with security of SCI staff and partners, brand, assets and operations in the country
  5. Contingency Plans on special occasions (e.g. elections, natural disasters, etc.)


Support to Other Functions 

  • Ensure that support departments (HR, Finance, Administration and Logistics/Procurement) have in place appropriate systems to facilitate good security management
  • Establish a process to identify and report to the Country Director on lapses and gaps in adherence to the security SOPs by the staff, partners, consultants, volunteers and interns, in all field locations.
  • Maintain a close co-ordination role with the Asia regional security management team.


Team Management 

  • Effective line management of direct and functional reportees.
  • Ensure all staff within the team have clarity about their respective roles and responsibilities 
  • Put in place efficient team working structure and system, including team planning, review mechanism 
  • Encourage a team culture of learning, creativity and innovation.
  • Strong track record in building high performance teams and future successors/leaders.
  • Demonstrable experience of leading a diverse team.


Training and Capacity Building

  • Deliver crisis management / incident management training for staff members. 
  • Deliver training to improve the skills and capacities of CO safety and security focal persons (SSFP).
  • Lead development of and oversight of recommendations for new or refined security management policies and procedures based on field, sub office inquiries, training needs, and management reports.
  • Deliver safety and security training for CO staff as it applies to their respective positions and SCI Safety and Security Policy.


External Networking and Relationships

  • Main S&S focal point for SCI with UN Agencies, INGOs, Govt. of Nepal, and others.
  • Develop networks and close working relationships with security focal points of other INGOs, the UN agencies, and SCI donor organisations, specifically with those INGOs/UN that have operations in the same districts and provinces where SCI has programmes and in areas through which SCI staff routinely travels through.
  • Foster trust-based relationships with relevant stakeholders within the government at all levels.
  • To represent SCI in security meetings and security forums of development and humanitarian organisations at national level.


Induction and Briefing 

 

  • Lead security briefings/debriefings to travellers; participate in orientation of new staff.
  • Ensure all staff (including volunteers, consultants, and visitors, if any) are fully aware and understand the security SOPs and guidelines.
  • Induct, in conjunction with the human resources director and other departments, all new staff upon joining the organisation.
  • Provide security briefing to all visitors giving appropriate material to the visitor. 
  • Give detailed security briefing to colleagues when needed.

QUALIFICATIONS AND EXPERIENCE


  • Master’s degree or equivalent, relevant experience in Security Management or related field.
  • At least 7 years of relevant experience, with at least 4 years of field based Security Management experience, 
  • Thoroughly understands the socio-political and security related dynamics of the country, at national level and in areas of Save the Children operations.
  • Understands the security related needs, protocols, complexity and values of non-profit international organizations.
  • Willingness and ability to understand, adapt and respond to dramatically changing work practices and hours, and support  incoming surge teams, in the event of humanitarian response
  • Experience in conducting Security Risk Assessments and security incident management and reporting.
  • Good networking and contacts with INGOs, UN and relevant stakeholders within the government and a willingness to improve it further  
  • Excellent interpersonal, communication and presentation skills. 
  • Fluency in written and spoken English language 
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts.
  • Experience of management of diverse and large workforce including effective distance management, performance management and utilisation of capacity building, coaching, and mentoring skills
  • Demonstrated use of positive coping strategies in stressful environments 
  • Commitment to Save the Children values and adherence to its management system
