Position Responsibilities
Assist the DCOP in managing technical and F&A staff located within the project’s Dhangadhi office and staff located in the municipalities in Sudur-Paschim and Province 5
Oversee, connect, and coordinate technical to ensure that the technical specialists located in the Dhangadhi office maximize their technical support to field staff
Directly support the project’s Deputy Chief of Party (DCOP)—who leads the project’s technical strategy and plan— by providing the DCOP with visibility on developments in the field, ensuring the DCOP’s technical vision is implemented at the provincial and field levels, and flagging potential challenges and opportunities for the DCOP’s attention
Lead the project’s policy, governance, and citizen engagement specialists to support field-based technical staff and ensure the smooth implementation of the project’s technical activities at the provincial and field levels
Supervising the project’s monitoring, evaluation, and learning (MEL) specialist to support the implementation of the project’s MEL plan and MEL activities. Ensure that project activities are properly captured in the project’s M&E database
Oversee the Dhangadhi-based Gender and Social Inclusion (GESI) Specialist and ensure the implementation of the project’s GESI plan and activities
Serve as the conduit between the project’s central Kathmandu office and field/provincial-based staff, ensuring clear communication and coordination in the planning and implementation of programmatic and technical activities
Oversee finance and administration at the provincial- and field- levels, including by: Review purchase requisitions and vendor invoices, at the provincial and field-level Monitor sub-grantees in partnership with the Kathmandu-based Subcontracts/Grants Manager Review and approve Dhangadhi and municipal staff’s travel requests
Contribute to, and help ensure the quality of written deliverables to USAID, including, but not limited to, annual, quarterly, and monthly reporting, work plans, and ad-hoc analytical reports and assessments
Qualifications
Advanced degree (master’s, PhD, or equivalent) in economics, political science, public policy, law, or a related field
At least 8 – 10 years of progressive experience in development projects (preferably with substantial experience on decentralization projects and the projects funded by USAID), with at least 3 – 5 years of experience in a management role. Previous experience overseeing multiple project work streams,including technical work in relation to policy and governance, and GESI, is strongly preferred
Demonstrated management skills and ability to work collaboratively and independently
Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners and lead multidisciplinary teams
Experience with operations functions, such as procurement, staff management, finance, and grant management
Verbal and written fluency in the English language along with strong communications, interpersonal, and presentation skills
