Senior Program Officer

The Senior Program Officer is responsible for the management of EpiC Nepal project activities supporting men who have sex with men (MSM) and transgender people, and networks of key population (KP) and people living with HIV (PLHIV) ensuring quality and effective and efficient implementation of project activities through implementing partners (IPs) in close collaboration with EpiC Nepal team members.

Key Responsibilities

  • Manage, supervise, and monitor the project activities supporting MSM and transgender people and networks of KPs and PLHIV in designated project districts.
  • Design and develop sub-agreements including sub-agreement amendment in coordination with supervisor and IPs.
  • Ensure appropriate technical support to IP and sub-IPs for planning, implementation, and monitoring of project activities as well as adapting new and innovative approaches and activities.
  • Prepare supportive supervision and monitoring plans and conduct supportive supervision and onsite coaching and mentoring as per plan. Timely share and act to resolve the issues identified during the field visit.
  • Assist IPs and sub-IPs in reviewing and assessing their own performance and adjusting program activities to ensure program quality and coverage regularly and provide onsite coaching support for improvement.
  • Support IPs and sub-IPs to prepare, analyze and use HIV prevention, care, support, and treatment cascade to ensure program quality and coverage at the district-level.
  • Conduct periodic program review meeting and admin and financial review with IPs and sub-IPs.
  • Review and ensure quality of the programmatic and financial report shared by IPs and sub-IPs. Ensure sharing of report to relevant government (district, province and federal level as required and relevant) in time by IPs and sub-IPs.
  • Conduct periodic data quality assessment and data verification.
  • Participate in site improvement monitoring (SIMS) conducted by donors and support IPs and antiretroviral therapy (ART) centers to achieve the gap identified. Coordinate with specialized unit for technical support.
  • Support in organizational capacity assessment and track capacity strengthening plan for IPs regularly.
  • Support for and ensure effective district and province level coordination with key stakeholders.
  • Support and participate in province and district level review meetings with government and non-government stakeholders.
  • Perform other duties as assigned by the supervisor or Project Director or Deputy Project Director or Country Director.

Requirements

  • Master’s degree in public health or social sciences with three to five years of experience working in health-related program implementation and management or a bachelor’s degree with five to seven years of experience in a related field.
  • Experience in the field of HIV and AIDS-related services preferred.
  • Experience in managing Projects providing support to MSM, transgender people and networks of KPs and PLHIV.
  • Proactive in managing multiple tasks, managing, and working in the virtual work environment, and flexible and open to managing time for working with different teams in different time zones as needed.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Excellent oral and written English and Nepali including documentation skills.
