The Senior Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator supports the implementation of MEAL systems and reports, including ensuring these meet M&E and statistical standards. S/he supports the Senior MEAL Manager in the development of the MEAL framework to maintain accountability standards and ensure effective monitoring, evaluation and learning from programs, with a focus on outcomes and impacts, and quality and innovation. S/he will help develop and adapt M&E tools/approaches, provide support and guidance to program implementation teams, and build the capacity of the MEAL team in the five regions of Nepal. S/he will promote program quality & innovation using evidence based knowledge on the program impacts in the communities where Save the Children works. S/he will help ensure accountability to beneficiaries, local government, non-government partners, Save the Children members and their donors in line with the compliance requirements of Save the Children and its donors. S/he will manage the design of baselines and evaluations, including sampling methods and sizes. S/he must be able to develop and manage database using statistical software. Responsibilities will also include providing input to national, regional and global initiatives on MEAL and bringing innovative ideas and knowledge for continuous improvement and institutionalization of the MEAL system in Nepal/Bhutan.
Term and Location: Fixed term position based in Kathmandu with frequent field visits
Required Qualification: At least master's degree in Economics, Development Studies, Statistics, M&E or related Social Sciences with minimum 5 years of work experience in M&E systems for development and humanitarian projects and programs
Key Areas of Accountability
- To support the development of the overall MEAL framework for SCI Nepal / Bhutan Country Offices;
- To review all project proposals developed by Program Units before submission to donors, in particular Log-frame matrix and ensure that input, output and outcome level results are logically linked to create desired impact;
- To review process and performance indicators of project proposals and ensure these indicators are SMART and comply to donor reporting and SCI Global Indicators;
- To include MEAL commitments in all proposals, budget MEAL activities and budget MEAL human resources to run and manage an effective MEAL system;
- To facilitate program units in developing Minimum Standards and Standard Processes for all key program interventions to strengthen Compliance and Quality aspects of programs;
- To develop standard format/s for monitoring reports which essentially includes reporting on Minimum Standards and Standard Processes, beneficiaries’/communities’ feedback and Action Plan (to be agreed after debrief session with relevant program staffs);
- To regularly share monitoring reports with all relevant team members i.e. Director PDQ, Program Advisors/Managers, Regional Program Managers, thematic focal points in the region, Directors of partner organizations, MEAL staffs in partner organizations and relevant project focal persons in partner organizations to facilitate them for informed decision making;
- To regularly keep track of actions agreed in monitoring reports using Action Plan Tracker and get it filled from Regional Program Managers;
- To document key lessons learnt out of monitoring and evaluation reports and coordinate with Director Member Services for broader dissemination of learning;
- To develop and scale up Accountability to Beneficiaries mechanisms which facilitate beneficiaries/communities to register timely complaints and provide feedback on SCI interventions;
- To consolidate Complaint Databases from all regional offices, provide a brief analysis of complaints and convert that into Learning for program improvement;
- To oversee the development of baseline surveys and evaluations from the preparation of the TORs to the final reports, including ensuring sampling methods and sizes are statistically valid.
- To become part of investigation committee (if asked by management) to deal with complaints of serious nature;
- To organize learning events and workshops for program units to document lessons learnt, good practices and areas of improvement;
- To technically backstop MEAL Coordinators/MEAL Officers in managing, performing and prioritizing MEAL tasks;
- To identify capacity building events for MEAL staff members for system strengthening and sharing of learning;
- Develop and manage database as required by program needs
- Any other relevant tasks given by line manager
