ROLE PURPOSE:

KEY AREAS OF ACCOUNTABILITY:
Child Participation:
- Prepare, in consultation with relevant SC staff, a framework for SC’s child participation work and implement it/ get it implemented
- Design, implement/get implemented innovative ways for child participation that are safe, relevant and meaningful to children
- Build capacity of SC and partner staff on child participation
- Ensure child participation is included in project designs across all thematic areas of SC’s work
- Support thematic staff to implement child participation in projects all through the project cycle- situation analysis, design, implementation and M&E
- Provide technical input, necessary support and facilitation to the government at various levels to translate children’s fundamental right to participation (constitutional right) into practice/reality
Children’s movement:
- Design and implement children’s movement, including through the use of ICTs, in districts and nationally to realise the CSP 2016-2018 vision for the same
- Support the Every Last Child campaign and SC’s thematic areas to integrate children’s movement aspects to maximise thematic results as well as SC’s visibility
Accountability mechanisms:
- Facilitate and support civil society organisations/ networks to prepare strategic interventions/advocacy strategies to follow up the government on the implementation of UPR recommendations related to children and Concluding Observations from the Committee on the Rights of the Child
- In close collaboration with civil society networks and the National Human Rights Institutions, undertake research/studies to find out implementation status of UN recommendations and proactively use them for advocacy purposes
- Proactively engage with civil society to forge broader coalitions for follow up of UN recommendations, mid term/voluntary reporting to UN bodies and for upcoming reporting opportunities
- Provide technical support to the government, proactively and as necessary, to design actions plans for implementation of UN recommendations, as well as advocate for the incorporation of such recommendations in relevant government laws, policies, periodic plans and budgets
- Disseminate the UN recommendations to partners and children at the national, regional, district and local level as relevant, and in the language appropriate to them, and support and facilitate them for advocacy on issues relevant for them
Planning and Reporting:
- Take lead on reporting child participation for internal and external purposes
- Lead in Save the Children’s strategy development and review in the area of child participation and ensure that all thematic programs adopt approaches to maximise ethical, meaningful and safe child participation
- Support the team in the revision of the CAP to be in line with the thematic strategy in the CSP, the Global priorities, and the country priorities.
- Support the team in preparing country annual plans and country annual reports on CRG and CP themes
- Bring in mechanism to ensure that the CRG and Protection programs reach the hardest to reach and vulnerable children whose rights are violated and who are in need of protection
- Review project reports from the perspective of child participation and provide feedback to themes
Program and Proposal Development:
- Support developing new programs for CRG and Child Protection including writing concept notes and/or proposals in close consultation with other departments and the team
- Ensure the inclusion of Child Participation in the new programs and proposals
- Help develop minimum standards for activities/interventions on CRG and Child Protection and revise/update them to continuously improve them, in close coordination with the CRG/CP team and MEAL team
- Support to develop, in coordination with the CRG/CP team, detailed guidelines for the implementation of projects
Knowledge Management:
- Keep himself/herself abreast of national/international development on CRG and Child Protection issues and particularly on child participation and international reporting mechanisms and use this in designing programs as well as for advocacy and formulating minimum standards for activities/interventions as relevant.
Documentation:
- Take lead in and ensure timely evaluation/review of Save the Children’s child participation work and ensure that recommendations are systematically addressed, including through program design
- Organize the documentation and generation of evidence of best practices in child participation and disseminate them to relevant stakeholders nationally, regionally and at the district level
Dual Mandate:
- Be prepared for deployment in case of larger scale emergency

QUALIFICATIONS AND EXPERIENCE
- Master's degree in Human Rights, Law, Political Science, Development Studies, Sociology or related discipline(s)
- At least 5 years (3 years for GSI group*) of experience in similar field.
