We are currently seeking qualified candidates for the position of Social and Behavior Change/Communications Officer for an anticipated five-year USAID/Nepal Kathmandu Valley – Clean Air Program (KCAP). This program will seek to reduce air pollution in the Kathmandu Valley, and potentially other areas of Nepal, by addressing the sources of air pollution through: 1) building the capacity of and providing technical assistance to government to increase adherence to environmental regulations, use data for solution identification, and drive policy formulation, enforcement and implementation; 2) strengthening existing and new civil society and community networks, particularly those representing marginalized communities, to advocate and advance public interest on improving air quality; 3) and establishing private sector partnerships.

This position is subject to project award, funding, and USAID approval.

Minimum Requirements:

  • Master’s Degree in behavior change communication, social marketing, behavioral economics or field related to SBC
  • Minimum of three years of experience in designing, planning, implementing and monitoring SBC programs, preferably in countering air pollution, climate change, environment or related development areas. 
  • Experience in preparing scopes of work and managing creative, media and research agencies, and consultants
  • Experience planning, implementing and monitoring social media-based communication strategies
  • Knowledge and experience in planning and conducting consumer and/or evaluation research studies and message/materials pretesting
  • Flexibility and ability to adapt implementation based on data or information from monitoring of activities
  • Proficiency in oral and written communication skills in English and fluency in Nepalese

Job Description

Reports To: Program Manager

Position Description

The SBC/Communications Officer will lead the design, implementation and evaluation of the KCAP SBC strategy. S/he will support the KCAP team in providing technical advice with government stakeholders and partners based upon expertise and knowledge of evidence-based SBC methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. S/he will also be responsible for leading and coordinating for documentation and dissemination of knowledge products including newsletters, good practice and success stories for replication and scaling up by other stakeholders in Nepal.

Key Responsibilities:

  • Serve as the KCAP focal point for the design, development, execution and evaluation of an SBCC strategy, ensuring the project’s activities use a systematic planning process that is evidence-based and reinforced through a coordinated, shared vision among partners, key stakeholders, and the Government of Nepal
  • Lead development and preparation of annual workplans for the SBCC components of the project
  • Oversee planning and implementation of specific SBCC activities
  • Lead design and implementation of SBCC activities to build broad stakeholder and civil society support in Nepal, incorporating gender equality and social inclusion components as appropriate, for achievement of project goals and objectives to reduce air pollution
  • Work with the project’s M&E Specialist to track whether program SBC activities are achieving the project’s indicators
  • Ensure the quality of implemented technical activities and systems at all levels
  • Oversee preparation and quality of required donor reports, quarterly and annual project reports, activity reports, research reports and other related documentation
  • Oversee KCAP’s external communication activities, including management of any external-facing project communication channels (e.g., Twitter, Facebook, etc.) and supporting team members to produce high-quality external communication products. 
  • Liaise with the FHI 360 regional office and headquarters on all project-related external communication activities. 
  • Perform other duties as assigned by the Principal Investigator
