INTRODUCTION
Save the Children International is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

Save the Children Nepal Country Office is intending to provide humanitarian response to the earthquake affected areas. Save the Children has chosen its priority districts as Gorkha, Dhading & Lamjung (Cluster 1); Sindhupalchowk, Kavrepalanchowk, Dolakha & Ramechhap (Cluster 2); Kathmandu, Bhaktapur & Lalitpur (Cluster 3) and Nuwakot & Rasuwa (Cluster 4). In this context, SC is seeking to recruit dedicated and qualified candidates as the short-term staff with different expertise to response to these affected areas in various sectors.

BRIEF POSITION DESCRIPTION
The Safety and Security Officer as a Focal Point for safety and security provides orientation and learning to SC staff in cluster and districts including partners’ staff. Co-ordinates, (relevant stakeholders- Police, army, administration) monitor and advise on security administration of security policy and procedures in Save the Children and safeguarding of staff, office and office assets. Maintain regular communication with Safety and Security manager for all safety and security related matters.

MAIN RESPONSIBILITIES

  • With guidance of Field and Safety Security Managers, plan, develop and implement security plans as per agency’s standard (MOS) such as communication in emergency, crisis management, physical security, information protection, incident management and or investigation.
  • Conduct quarterly risk assessment for the cluster and districts, particularly with respect of level of crime, terrorism, workplace violence and threat and prepare and share field manager and SS manager
  • Build all staff capacity to understand and follow SC security manual, ensure that all staff (Cluster and Districts)have completed basic and advance security online training course
  • Advise all staff (Cluster and Districts) to take appropriate actions/ measure in escalated security situation as per security manual
  • Conduct site reviews of office buildings and premises (including cluster and districts offices) write report with recommendations to field and SS managers.
  • Ensure security of office premises and properties at all times and support to improve the system in place required by SCI standards. 
  • Ensure that the resources of the organization are safeguarded and used in the most efficient, effective and economic way and report any discrepancy or misuse of it by from any quarter to the line manager.
  • Ensure the emergency communication channel is updated periodically and is working effectively

QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree in any discipline preferably in Security Management
  • Minimum 1 year of relevant work experience preferably at I/NGO
  • Understanding staff care for humanitarian staff, in particular approaches to welfare, stress and debriefing
  • Good facilitation skills and ability to deliver induction briefing/training
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in working with multicultural teams

WORKING CONDITIONS

  • The position holder is expected to be ready for the deployment in any of the affected district(s) at short notice. S/he will normally work unusual hours and are often working in stressful and insecure environments.
