Program / Department Summary

Mercy Corps Nepal as the prime organization has been implementing a five-year program - "Promoting Agriculture, Health and Alternative Livelihood" (PAHAL) funded by USAID. The goal of the program is: Vulnerable populations in the middle and high hills of Far-Western and Mid-Western Nepal are food secure. PAHAL seeks to enhance the resilience capacities of the vulnerable households so that they are able to absorb, adapt, transform and learn in the face of shocks and stresses. The target area of the program covers 14 districts in the Mid-West and Far-West regions of Nepal. The Mid- West region comprises of 7 districts - Surkhet, Dailekh, Pyuthan, Rolpa, Rukum, Salyan, and Jajarkot, while the Far-West region comprises of 7 districts: Dadeldhura, Doti, Accham, Baitadi, Bajhang, Bajura, and Darchula districts.

General Position Summary

The Resilience Learning Coordinator will work under the supervision of the Resilience Director and in close coordination with the Chief of Party, Deputy Chief of Party, System Leads, Component Managers, Monitoring and Evaluation Manager, Regional Field Coordinators and the District Coordinators. The Coordinator will be directly responsible for leading the M&E processes for PAHAL’s Resilience Integration Approach and supporting the Resilience Director to think critically on the program side for the improvement of the tools and methodologies used for the Program’s integration/non- integration strategy. S/he must be a dynamic and effective individual who has a sound understanding of resilience and development program monitoring systems and, can work with PAHAL staff to ensure smooth data collection, analysis and reporting.

As gender and social inclusion (GESI), governance and MEL are cross-cutting and core components of the PAHAL program, the Resilience Learning Coordinator is required to own these components and ensure GESI sensitivity and integration, governance practices and MEL systems are integrated into his/her work area.

Accountability

Reports Directly To: Resilience Director

Works Directly With: Chief of Party, Deputy Chief of Party, System Leads, Component Managers, Regional Field Coordinators and the District Coordinators MEL country team, and Mercy Corps Global Technical Support Unit (TSU) team members as required

Knowledge and Experience

  • Master’s degree in international development, program management or other relevant field
  • 5-7 years of monitoring and evaluation professional experience with positions of progressively greater responsibilities
  • Excellent spoken and written English and Nepali language skills and ability to interact effectively with international and national staff
  • Strong team coordination, listening, and consensus building skills
  • Strong track record of training and building capacity of local staff in remote areas
  • Good understanding and skills at data management
  • Strong understanding of resilience theory and application in the Nepali context
  • Strong computer literacy with a full knowledge of office applications
  • Strong organizational skills and demonstrated ability to multi-task and process information into action as to not delay program activities
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Previous experience with USAID rules, regulations and requirements is preferred
  • Ability to work effectively with an ethnically diverse team in a sensitive environment
  • Willingness to travel domestically across PAHAL districts as needed
  • Previous related experience on other USAID funded programs

Success Factors

The successful Resilience Learning Coordinator will be able to ensure that all the M&E processes for the PAHAL Integration Strategy are in place and collected data contributing to PAHAL management’s ability to think critically on the program side for the improvement of the tools and methodologies used for the Integration Strategy.
