Overall, responsibility is to assessment, plan, and design and deliver the public health promotion activities to meet basic public health needs for displaced HHs in Integrated House construction sites and selected host communities

Key Responsibilities:
- Plan, implement and monitor the hygiene promotion intervention in conjunction with the PHE
- Support team to manage health volunteers and WASH committees in a defined geographical area
- Work closely with Oxfam WaSH team
- Conduct assessments and baseline studies to identify WASH-related health risks and priorities
- Collect, record and interpret qualitative and quantitative data
- Use assessment data to design participatory PHP interventions appropriate for the local context and culture
- Contribute in developing work plans and program activities
- Identify, train and mobilize WASH committees and community health volunteers and enable them to effectively undertake the hygiene promotion outreach and mobilization activities in the community/Institutions
- Carry out hygiene promotion sessions/activities with volunteers and WASH committees to the wider community
- Ensure WASH committees and volunteers are able to supervise, manage and monitor the WASH facilities and mobilize affected communities in taking action to improve high risk hygiene practices
- Implement hygiene promotion interventions for specific target groups e.g. school children, women and men groups
- Carry out regular feedback to the volunteers, WASH committees and local authorities to ensure accountability and protection issues are taken action
- To ensure that the programme take gender, protection issues fully into account. Ensure safe programming approach is undertaken at all stages of programme implementation
- Facilitate the implementation of the recovery/transition phase of the emergency WASH programme focusing on promoting the communities’ resilience to future emergencies
- To perform any activities, assign by the line manager
- Timely reporting (MAT & MBT) of the activities implemented in the community to Oxfam WASH team and share line manager
- Timely budget booking of the expenses of the activities completed & budget phasing
- Report and update about the activity and financial status of the programme/WASH activities to Oxfam team and line manager
- Collection of case studies and success stories, outcomes due to implementation of shelter activities for proper documentation
- Provide regular and reliable narrative reports
- To participate in the consultation and coordination meeting in the local level stakeholder (representatives of Municipality, Rural Municipality and district, etc.) and the community throughout the project cycle
- Contribute to the design, management, and communication of a responsible exit strategy
- To monitor and report to the management the community level key issues and security incidents that impacts to the staff and programme
- Identify and request appropriate health promotion materials and equipment’s required for the project
- To conduct regular monitoring and supervision of WASH activities at field and provide technical inputs as required
- To ensure the proper process followed for procurement of goods, services by the partner with help of Logistics and finance team
- To ensure the quality of the materials, goods and services delivered by the vendor to be used in the community
- To participate in the learning sharing and review workshop and other stakeholder for further planning of activities
- Ensure the consultation and start up workshop with stakeholder and community about the activities along with budget and beneficiary category
Skills and Competence:- Bachelor degree in Public Health or Bachelors in Health or related discipline with minimum One year working experience in the similar field. Experience could substitute for a formal qualification, but not vice versa
- Most importantly, practical experience in developing countries in public health promotion sanitation and hygiene promotion
- The post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the needs of women in this context
- Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations
- Flexibility and ease in working with local people
- Diplomacy, tact and administrative skills in order to work with people at managerial level, and occasionally government levels
- Assessment, analytical and planning skills
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards
- Capacity and desire to pass skills and information, confident communicator and willingness to work in collaboration with others and respectful to the community
- Takes responsibility for own work and delegated project/processes (including some leadership)
- Good written and spoken English is essential
