Job Purpose:  Overall, responsibilities are to provide technical support for the construction of WSS with related training to support in the sustainability of the water supply schemes in the defined geographical areas.

Reporting Lines : 

Post holder reports to:  Senior Wash Engineer/PHE Officer
Staff reporting to this post: N/A  

Responsibilities : 

  • Work collaboratively with Public Health Engineer (PHE) Officers in carrying out the selection, design and construction of water systems, using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems
  • Support or co lead in select, design and implement the most appropriate form of sanitation system, in consultation with the beneficiaries, which includes water trucking, repair and rehabilitation of water systems
  • To liaise closely with the Public Health Promotion (PHP) officer and Assistant for the sustainability of water supply schemes and to promote hygiene around the scheme location
  • To ensure the quality of the goods used in the construction activities with support from Senior Wash Engineer
  • To ensure the proper processing for the procurement of the Local Materials and maintaining Stock Record by User committee with support from logistic Officer
  • To ensure the daily attendance and safety of labours and appropriate use of PPE by labors in the construction site 
  • To ensure the appropriate documentation and proper financial transaction by the user committee with support from Finance Officer
  • The work will include administrative duties and co-ordination with other members of the project and with staff of other organizations
  • To report regularly, verbally and in writing to the PHE Officer and to represent the Program to other NGO’s, agencies and Government authorities where requested
  • To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues
  • To work closely with the water user committee to conduct the water supply project

Skills and Competencies :

  • Civil Sub-Engineering with at least one year experience in related field or Civil Assistant Sub-Engineering with at least two years in civil engineering
  • The post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations
  • Good written and spoken English is essential
  • Commitment to humanitarian principles and action
