Caritas Nepal, a leading national NGO, invites applications from qualified Nepali citizens for Province 1 under the Project NHSRP (National Housing and Settlements Resilience Coordination Platform.) The contract will be for Initially 1 year with the possibility of further extension.

NHSRP Background:

The National Housing and Settlements Resilience Coordination Platform (NHSRP) is the renamed platform of the extended fourth phase (August 2021- July 2025) of the previous Housing Recovery and Reconstruction Platform (HRRP), which was launched in November 2015 to take over supporting the coordination of the post-earthquake housing reconstruction from the Nepal Shelter Cluster, as it returned to the pre-earthquake format as a standard cluster. NHSRP was handed over to NDRRMA by the NRA following the end of NRA tenure in December 2021.

NHSRP now supports local organizations, community-based organizations (CBOs), and the private sector to strengthen disaster risk reduction structures provisioned under the Disaster Risk Reduction and Management Act, 2017 namely the Provincial Disaster Management Committee (PDMC), District Disaster Management Committee (DDMC), Local Disaster Management Committee (LDMC) while supporting the formulation of DRR plans and implementation of national disaster risk reduction and management structures. NHSRP promotes localization of disaster risk reduction and post-disaster housing reconstruction and settlement recovery in line with NDRRMA’s National Strategic Plan of Action (NSPoA) and National Disaster Resilient Framework (NDRF), and other priorities.

The fourth phase of HRRP extension from August 2021 to July 2022 is primarily funded by DFID Nepal and CRS Nepal. Other financial contributors and implementing partners include the National Society for Earthquake Technology-Nepal (NSET) which leads on technical coordination.

Duty Station: Provincial Headquarters, covering all provincial districts
Reporting: General Program Manager

Basic Qualification

  • Bachelor’s degree or any other equivalent degree in Civil engineering, Urban Planning or Disaster management. Master’s degree preferred. 
  • Minimum of 3 years of work experience in similar roles with an I/NGO in emergency response or recovery programming.
  • Must have research experiences and content and report writing skills.
  • Must have experience with municipal by laws, reconstruction procedures and practices in Nepal and experience maintaining strong relationships with key stakeholders, including legal institutions, local governments, and policymakers.
  • Strong knowledge of emergency guidelines and standards.
  • Demonstrated ability to represent the organization at coordination meetings with donors, local government, coordination bodies, and other international NGOs.
  • Experience with emergency proposals and strategy design. Familiarity with policies, procedures, and priorities of USAID, DFID, CRS emergency donors and Caritas agencies preferred.
  • Experience in building and motivating diverse and talented teams.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems

Required/Desired Foreign Language 

  • Able to clearly communicate in written and spoken English. 

Travel Required

  • Must be able to travel to the districts covered by NHSRP (50% travel required)

External:  Province Disaster Management Committee (PDMC), District Disaster Management Committee (DDMC), Local Disaster Management Committees (LDMC), District Administration Offices (DAO), local governments (Municipalities and rural municipalities), ward offices, Office of District Coordination Committee (DCC), other Stakeholders including UN, Red Cross, Donors, and Partner Organizations working in Recovery and Reconstruction, NHSRP Strategic Advisory Group (SAG), Universities, Associations, Private Sector, media and Community Groups.
