Options Consultancy seeks five Provincial Procurement and Public Financial Management PPFM Officers, to provide technical assistance (TA) under the Leadership and Governance (L&G) Thematic Area to the Ministry of Social Development (MoSD) and Health Directorate, and enable delivery against the Nepal Health Sector Support Programme 3 (NHSSP3) objectives.
The Provincial PPFM Officer will provide technical assistance under the Leadership and Governance Thematic Area, and support MoSD/Health Directorate and local governments to enable them to deliver against the objectives of NHSP3. In particular, they will provide inputs to procurement issues, and planning and financial management responsibilities of the sub-national governments through technical guidance, and sharing of experience and best practices across different levels of government. The post may also include some wider governance advisory responsibilities by working alongside the L&G Provincial Coordinator.
The Provincial PPFM Officer will provide support to enhance the capacity of duty bearers to maintain high quality of fiscal information and submit regular reports to concerned authorities. They will support the roll-out and effective implementation and capacity building on various information systems such as – the Line Ministry Budgetary Information System (LMBIS), Transaction Accounting and Budget Control System (TABUCS) or Sub-National Treasury Regulatory Application (SuTRA), electronic Government Procurement (eGP) system, electronic Consolidated Annual Procurement Plan (eCAPP), electronic Technical Specifications Bank (eTSB) or other government approved Financial Management Information Systems.
The Provincial PPFM Officer has the main responsibility of supporting the MoSD/Provincial Health Directorate and relevant local government bodies to implement the fiscal and procurement processes within the health sector in an effective and accountable manner. They will help build the capacity of the sub-national finance staff to regularly keep the various financial management and procurement mechanisms up-to-date, generate relevant information and respond to any queries that may arise.
