Position Title: Procurement and Public Financial Management (PPFM) Officer

Duty Station: Local Level Cluster Offices (Karnali and Lumbini Provinces)
Reporting to: Provincial PPFM Manager and PPFM Lead

Role of the Cluster PPFM Officer

Overall: Provide technical and operational support in procurement and public financial management (PPFM) at the assigned Local Government (LG) level to ensure the effective implementation of LISP TA. Responsibilities include coordinating PFM activities, supporting fiduciary risk management, reviewing Financial Management/ Monitoring Reports (FMRs) and building PFM capacity of LGs. The role emphasizes evidence-based, risk-informed, realistic, transparent, inclusive, and deliberative local infrastructure planning, prioritization, and budgeting. The position will be based at a cluster location with frequent travel to local governments within the cluster.

Any questions relating to the approach should be discussed with the Provincial PPFM Manager, or with the PPFM Lead.

Specific:

  • Review the periodic FMRs submitted by LGs, verifying expenditures against established guidelines and procedures, oversight of PPFM practices. Report to Provincial PPFM Manager to finalize the FMRs.
  • Work closely with the Provincial PPFM Manager to implement and execute the recommendations of the FRMIP, per the fiduciary risk assessment of LISP. Help the LGs to ensure that the identified risks are mitigated, and improvements are effectively integrated into the financial management practices at the local level. 
  • Contribute to periodic fiduciary risk updates to Provincial PPFM.
  • Support the Provincial PPFM Manager to develop a robust results framework and track progress against planned objectives in PFM. 
  • Verify compliance of Infrastructure Challenge Fund (ICI) expenditures within the approved guidelines.
  • Provide TA to strengthen fiduciary risk management of LISP funds transferred to LGs.
  • Support Provincial PPFM Manager to update fiduciary risk register, submit Quarterly Reports on FMR verification to Provincial PPFM, and ensure the timely identification and mitigation of fiduciary risks.
  • Support LGs in the planning process including budgeting, procurement, accounting, reporting, resolving audit irregularities and other PFM areas. Help to ensure Medium Term Expenditure Framework (MTEF) as well as Periodic Plans are in place at LGs. 
  • Coordinate with Cluster Lead and Cluster-Governance/ GEDSI Officer to assist LGs with evidence-based, risk-informed, realistic, transparent, inclusive, and deliberative local infrastructure planning, prioritisation and budgeting e.g. five-year infrastructure plans, annual asset management plans. 
  • Support LGs in PPFM areas and help to cause behavioural changes in implementation, review of annual budget and plans and periodic plans for infrastructure.
  • Support LGs in capacity building in the PPFM areas as per LISP capacity building plans in close coordination with the Provincial PPFM Manager, Capacity Building Expert, cluster team.
  • Provide specialist backstopping on PPFM activities and LISP infrastructure investments in collaboration with the respective cluster team in the assigned LG.
  • Assist LGs with project delivery, monitoring, and reporting. In coordination with the Cluster Officer, support LGs in updating their respective infrastructure asset inventories.
  • Provide any other TA as outlined in the Scope of Work (SOW) between DT Global and FCDO for Local Governments (LG-TA) relating to PPFM.
  • Provide TA to the technical team in PFM areas.
  • Undertake any additional responsibilities in the LGs PPFM areas as directed by the Provincial PPFM Manager, subject to PPFM Lead and Team Leader/ DTL’s agreement.

Key Deliverables

  • Reports on verified FMRs including verifying expenditures against established guidelines and procedures, oversight of public procurement and financial management (PPFM) practices.
  • Periodic updates on risk registers and reports, FRMIP implementation status.
  • Periodic progress reports as per work plan.
  • Capacity-building plans, execution of same and reports on same.
  • Periodic report on LG status in planning, budgeting, procurement, accounting, reporting, and other critical PFM areas, assistance provided and noted improvements.
  • Enhanced coordination mechanisms with LGs.
  • Other deliverables as per the annual workplans and directions from the Provincial PPFM Manager.

Required Qualifications and Experience

  • Master's degree in accounting/ finance (MBA/ MBS, or equivalent) with 2+ years of experience in PFM, Public Procurement, compliance, and assurance in government, or donor-funded projects, INGOs, or NGOs. OR Bachelor's degree in accounting/ finance (BBA/BBS, or equivalent) with 5+ years of experience in the PFM, Public Procurement, compliance, and assurance in government or donor-funded projects, INGOs, or NGOs.
  • Professional qualifications (CA, CPA, ACCA, or PFM/CIPFA certification) or semi-qualified with relevant experience will be an added advantage.

Relevant Work Experience:

  • Experience in public financial management (PFM), public procurement, compliance, and assurance in government or donor-funded budget on treasury programmes.
  • Demonstrated experience with the Public Procurement Act (PPA), Public Procurement Regulations (PPR) of Nepal, financial review, financial monitoring reporting (FMR), government audit, and compliance.
  • Proven track record of providing technical support to local governments in Nepal in the areas of financial planning, budgeting, procurement, reporting, and audit management.
  • Experience overseeing or supporting infrastructure project implementation from a PFM and procurement perspective.
  • Experience in applying fiduciary risk management tools and improving financial accountability at the subnational level is desirable.
  • Prior experience working on donor-funded projects, particularly UKAid/ FCDO-funded programmes, is an added advantage.

Skills and Competencies:

  • Strong analytical and problem-solving skills in public financial management, procurement systems, financial review, reporting, audit, and compliance.
  • Excellent understanding of government financial systems, on budget on treasury projects, SuTRA, and familiarity with government financial reporting frameworks and auditing.
  • Strong interpersonal and communication skills with the ability to provide coaching, mentoring, and capacity-building support to government counterparts.
  • Ability to coordinate with multiple stakeholders including local governments, provincial governments, federal agencies, and development partners.
  • Proficiency in English and Nepali (both written and spoken).
  • Competency in using Microsoft Office tools and digital reporting systems.
