REPORTS TO: Senior Program Officer
LOCATION: Lumbini Province (Tulsipur Sub-Metropolitan, Deukhuri, and Suddhodhan Rural Municipality)
CONTRACT PERIOD: July 2024 till March 2025, with possibility of extension

1. SUMMARY OF RESPONSIBILITIES

The Provincial Field Coordinator, Consultant under the Data for Development in Nepal Programme, Phase II, will support overall provincial and local government level program management and implementation as instructed by the Foundation Nepal Country Office. The Provincial Field Coordinator, Consultant will be stationed at one of the designated municipalities (Tulsipur, Deukhuri, Suddhodhan) in Lumbini Province, tasked with overseeing the coordination of the Foundation’s interests in the municipalities, while frequently visiting Country Office in Kathmandu and provincial offices as deemed necessary by the program, guaranteeing frequent communication and the accurate relaying of information. The Provincial Field Coordinator, Consultant will be the liaison between elected representatives of partner provinces and municipalities, municipal officials, respective provincial governments, other relevant stakeholders, British Embassy Kathmandu (BEK)’s Provincial Engagement Facility (PEF), and along with its implementing partners in the municipalities of Lumbini Province.

2. RELATIONSHIPS

Internal

Contact with all staff and consultants within the Foundation.

External

Regular contact with project partners, grantees, independent contractors, government officials and agencies and other local institutions.

3. REQUIREMENTS

Education:

Bachelor's degree in development studies, law, public policy, public administration, political science, economics, international development, social sciences, or any other relevant field.

Experience:

Minimum one year of relevant experience with the local government and knowledge of local government operation. Work experience with stakeholder liaison and networking particularly in provincial government is preferred.

Other

Demonstrate in-depth knowledge of Nepal’s political, economic, and social context. Good communication and interpersonal skills in English and Nepali (and local languages spoken in Lumbini province is preferred). Ability to harmoniously interact with people from a variety of cultural and professional backgrounds. Basic computer skills (Microsoft Windows, Word, Excel, PowerPoint, Outlook, Internet). Ability to work under pressure, prioritize and critically analyse information. Willingness to travel to districts across the province. Proven ability to work independently and in a team environment.

4. JOB DUTIES AND RESPONSIBILITIES

Core responsibilities of the Provincial Field Coordinator, Consultant include but are not limited to:

  • Regular liaison with their assigned partner municipalities and program implementing partners to ensure timely and smooth implementation of planned activities.
  • Provide technical inputs to the municipalities and program implementing partners to ensure smooth implementation of the services and quality control conducted by D4D partners.
  • Provide necessary inputs to municipalities’ elected representatives and bureaucracy to identify the need for specific data and evidence-based decision-making, capacity building, and appropriate intervention areas.
  • Develop concept notes and program support proposals in consultation with the program team.
  • Provide weekly updates and monthly progress reports on ongoing support activities including key learnings, challenges, and ways forward.
  • Disseminate D4D’s knowledge products through training, orientations, or other identified means to the wider stakeholders (youth leaders, civil society, academic institutions, media, and private sector) at the provincial, district, and municipal levels in consultation with the program team.
  • Support program team to coordinate between provincial and/or local governments and non- government stakeholders and vice-versa.
  • Support the program team in conducting deliberative processes and hearings around key public policies and other decisions.
  • Support and manage smooth communication between regional representatives of the Central Bureau of Statistics and concerning municipalities.
  • Manage strategic meetings between the D4D program team and local implementing partners with local and provincial government officials, and with identified political and CSO leaders.
  • Coordinate meetings with concerned stakeholders in municipalities during various study work.
  • Identify strategic entry points for program implementation in municipalities.
  • Prepare briefing notes, presentations, and other relevant materials, as necessary.
  • Ensure mainstreaming of Gender Equality and Social Inclusion (GESI) strategies/activities identified by the program are being applied at the implementation level.
  • Regularly provide field-level programmatic data/information on planned programs/activities in the Monitoring, Evaluation, and Learning (MEL) format suggested by the program.
  • Coordinate and communicate with the British Embassy Kathmandu and other similar programs in the area to identify opportunities for collaboration with other partners and new interventions.
  • Perform other tasks as required, consistent with these responsibilities and as assigned by the Supervisor or designate.

5. SUPERVISION, REPORTING, AND COMMUNICATION:

The Provincial Field Coordinator, Consultant will work under the overall supervision of the Senior Program Officer.

As a part of the communication, the Consultant will submit a weekly plan and updates. Additionally, the Consultant will submit the monthly progress report covering overall involvement during the month.
