Purpose of Position:
This position is based in the country office. The role involves providing technical support and guidance for Construction and WASH (Water, Sanitation, and Hygiene), Health, Education & DRR projects in Nepal. The individual will oversee quality assurance and compliance with approved designs and cost estimates for infrastructure projects, requiring strong technical expertise in construction methods, materials, and techniques.
Responsibilities:
- Preparing project proposals, guidance and support to local implementation partners, compiling progress reports and maintaining all the projects record on electronic portal.
- Conduct comprehensive surveys, undertake design work, estimate costs, prepare bills of quantities, develop specifications, oversee contract development, review quotations, and evaluate activities related to physical infrastructure development and WASH projects.
- Provide support of drawing, designing, structure analysis, quality control to the implementing partners in construction projects and ensure programmatic collaboration and timely implementation,
- Coordinate with stakeholders for planning, implementation and monitoring of Construction and WASH projects,
- Develop and implement community physical infrastructure (CPI) development strategies, provide technical backstopping and capacity building support to implementing partners, and help them to implement the projects,
- Visits to the construction sites assessing the quality and quantity of the work done by the contractor / implementing partner.
- Review and write reports of WASH, Construction and other projects assigned.
- Establish and maintain linkages with project stakeholders, representation and advocacy activities at municipality and province level,
- Manage the construction budget and ensure all expenses are according to budget lines and meet the standards regarding financial management, compliance accountability and governance,
- Maintain relevant program documents and correspondence of assigned projects and track the progress of projects.
- Participate in the development of project plans, schedules, and budgets for WASH and construction, livelihood, health & education activities.
- Coordinate with project stakeholders and local implementing partners to ensure alignment of construction plans with overall project objectives and timelines.
- Conduct site assessments and surveys to identify construction requirements, risks, and constraints.
- Monitor contractor performance, progress, and quality of work throughout the construction phase.
- Coordinate with finance and procurement teams to ensure timely payment of invoices and procurement of materials and equipment.
- Develop and implement quality assurance plans and inspection protocols to ensure construction activities meet project specifications and standards.
Educational Qualifications:
- Bachelor's degree in civil engineering, construction management, architecture, development studies or related field.
- Minimum of 3-5 years of experience in project management or construction management, preferably in the development and humanitarian sector.
- Strong technical knowledge of construction methods, materials, and techniques.
- Proficiency in AUTOCAD project management software and Microsoft Office suite and other related engineering related software.
- The working knowledge of Arabic will be an added advantage.
