  • Master's degree in a relevant field such as International Development, Agriculture, Forestry, Natural Resource Management, Environmental Science or related disciplines. 
  • 5-10 years of experience in program coordination with a demonstrated understanding of Rural Development in poor and vulnerable communities/families, Advocacy, Participatory M&E, Knowledge Development and Knowledge Management, Managing Climate Change Adaptation, Strong knowledge of Climate-Smart Agriculture and Marketing of rural produce, ecosystem restoration, and Disaster Risk Reduction strategies.
  • Excellent written and verbal communication skills to convey complex information effectively to diverse audiences, including beneficiaries (some illiterate), partners donors, and team members.
  • Strong analytical skills to interpret program data, identify trends, and provide recommendations for program improvements.
  • Proficiency in project management methodologies, including planning, budgeting, implementation, risk management, M&E and reporting. 
  • Ability to work in multicultural environments and sensitivity to diverse perspectives, cultures, and backgrounds.
  • Familiarity with tools such as Microsoft Office Suite, project management software, and data analysis tools. Knowledge of donor-specific reporting requirements is a plus.
  • A collaborative attitude with the ability to work effectively in a team, build relationships, and foster a positive and inclusive work environment.
  • Capacity to thrive in a dynamic, fast-paced NGO/INGO setting, handling multiple tasks and shifting priorities as needed.
  • Willing to reside (preferably with family) in Helambu is a prerequisite.
  • Proficiency in Nepali and English is a prerequisite; Tamang and Hyolmu languages is desirable.

Job Description

The Project Technical Coordinator (PC) will be responsible for the implementation of the Better Communities - Locally Led Adaptation Helambu (CCAM2). The PC will manage the implementation of activities related to the adoption of climate-smart agriculture, the restoration of ecosystem services, and the capacity-building of local disaster management committees (DMCs) and tole development committees (TDCs) in Helambu. The role demands high-level coordination, planning, and monitoring of climate adaptation interventions, ensuring the active engagement of vulnerable households and communities in climate-resilient initiatives.

The PC reports to the Executive Director, JNF and the Project Steering Committee (SC).

1. Key Responsibilities

1.1 Project Planning and Implementation

  • Develop and update detailed project implementation plans for climate-smart agriculture and ecosystem restoration activities in alignment with project objectives.
  • Lead project inception meetings with HRM DMCs, Ward DMCs, and TDCs to ensure stakeholder engagement and support.
  • Coordinate with sectoral departments for the integration of cross-sectoral activities to enhance synergy.
  • Provide technical and operational guidance to the project team to ensure activities are conducted as per the work plan and timeline.

1.2 Community Engagement and Support

  • Mobilize and ensure the involvement of 350 vulnerable households in the project activities, particularly in the FG program, ensuring they are linked to climate-smart agriculture resources (e.g., seeds, fertilizers, technical training).
  • Oversee the formation, revitalization, and operationalization of Farmer Groups (FGs) across all seven wards to adopt climate-smart agricultural practices.
  • Facilitate the identification of climate-resilient crops and assist in the promotion of organic farming methods among local farmers.
  • Develop and support community-based seed banks and nurseries for indigenous species, MAPS, NTFPs, and fruit trees.
  • Supporting renewal of CFUG OP and cooperation with CFUG on mitigating HWC

1.3 Monitoring and Reporting


  • Monitor progress in meeting the expected outcomes and outputs of the project, including the increased crop production, ecosystem restoration, and adoption of climate-smart agricultural practices.
  • Collect and analyse data on key project indicators, including crop production rates, ecosystem service improvements, and household vulnerability levels.
  • Ensure accurate and timely reporting to SWC, project donors, local government bodies and stakeholders.
  • Facilitate regular field visits, joint monitoring activities with local stakeholders, and community feedback sessions.
  • Assist CICED Project Manager in the preparation of reports and documents for the regular Project Steering Committee meetings
  • Assist CICED Project Manager in the preparation of the half-annually Advisory Board meetings

1.4 Capacity Building and Training

  • Coordinate and organize training sessions for FG facilitators, Local Climate Champions (LCCs), and technical facilitators to ensure that they have the knowledge and skills to promote and support climate-smart agricultural practices.
  • Provide ongoing technical support to the TDCs and DMCs in developing climate-resilient, disaster risk reduction, and local level planning.
  • Facilitate exposure visits and exchange of best practices for local stakeholders to strengthen their capacity to integrate climate adaptation solutions into local planning processes.

1.5 Climate Change Adaptation Initiatives

  • Promote and support the implementation of bio-engineering solutions in degraded catchment areas and spring source protection to improve water access and ecosystem services.

  • Oversee the introduction of appropriate agricultural technologies (e.g., rainwater harvesting, micro-irrigation) and inputs (e.g., seeds, organic fertilizers) to vulnerable and subsistence farmers.

  • Facilitate the establishment of beekeeping initiatives for vulnerable households, providing support for income generation and ecological benefits.

1.6 Advocacy and Policy Support

  • Support local TDCs and DMCs to advocate for climate-resilient development and food security initiatives at the local government level.
  • Assist in the formulation and implementation of climate and disaster-related policies in HRM, ensuring the integration of adaptation solutions into local government planning and budget processes.
  • Coordinate the development of a digital profile for HRM to update disaster-prone areas and vulnerable households, ensuring that the project informs and aligns with local disaster management plans.

1.7 Stakeholder Coordination and Networking

  • Act as the primary liaison between the project team, local government, sectoral departments (HRM Agriculture Department), Divisional Forestry Office, and external partners (e.g., NGOs, private sector, community groups) to ensure effective collaboration and support for project activities.
  • Facilitate regular meetings and consultations with project stakeholders to monitor progress, address challenges, and identify opportunities for further collaboration.

1.8 Staff management and responsibility

  • Supervision role for Administration and Finance Manager, two Technicians (BSc level) and 8 Local Climate Champions (FG Facilitators). 

2. Success Criteria for the posting

  • Climate-smart agricultural practices are successfully adopted by 350 vulnerable households, improving food security and income generation.
  • Ecosystem services, including water availability and forest cover, are restored through targeted interventions in degraded areas and spring catchment zones.
  • Local disaster management and technical development committees (TDCs and DMCs) are effectively capacitated to influence HRM planning and advocate for climate adaptation solutions.
  • Successful implementation of community-driven initiatives, such as seed banks, nurseries, and beekeeping programs, benefiting vulnerable households.
  • Policy development processes at the HRM level are influenced by the integration of climate adaptation measures and local adaptation plans (LAPA).

3. Duration of Assignment

  • The position is for a contract period of 32 months.

4. Duty Station

  • The Project Coordinator will be based in Helambu Rural Municipality (HRM) with frequent travel to project sites across all seven wards. Residence (preferably with family) in HRM is compulsory
