ActionAid International Nepal (AAIN) is a member of the federation, established in 1982 as a non-governmental social justice organization, working locally across various provinces of Nepal. AAIN is deeply engaged in both national and global social justice movement and also a part of various civil society networks, alliances, and coalitions. Through a human rights-based approach, AAIN empowers marginalized communities to assert their rights and address the underlying causes of poverty and injustice. As a proud member of the ActionAid International federation, AAIN collaborates with like-minded organizations worldwide to advance its mission of promoting social justice, gender equality, poverty eradication and climate justice.

The Project Officer EOL is responsible for supporting and facilitating the strategic project planning, implementation, monitoring, and partnership management of the Education Out Loud (EOL) Project. It also ensures the achievement of deliverables outlined in the Country Strategy Paper (CSP VI), adheres to the Human Rights-Based Approach (HRBA), and focuses on People Living in Poverty and Exclusion (PLiP) centric programming. Additionally, the role involves ensuring specific key deliverables within the Programme and Business Development unit and supporting the programme and partnership management unit. This includes maintaining good working relationships with government counterparts, local and national alliances, and networks in the education sector.

The major roles and responsibilities of this role can be summarised as follows:

  • Provide inputs and necessary support to the Partner Organizations /TaxEd Alliance to implement the project activities and ensure the alliance work plans and programmes into the human rights-based approach and framework.
  • Take responsibility for small, high-value projects, strategic events and their planning, and implementation in coordination with LM and Programme and Business Development Unit.
  • Coordinate with the Global Project team, IPAT and NPAT to conduct partnership meetings and support Partner Organizations to develop.
  • This position will lead the development of the project’s alliance strategy and education financing advocacy plan aligning with CSP VI and project requirements.
  • Develop and update training modules on fiscal & Tax justice and Education financing with learning resources in working with the Programme Development Manager – Education, regularly.
  • Facilitate the training, workshop, etc. on the project and thematic-related activities as well as support the business development and programme partnership management unit for some specific training on Education and Tax Justice to LRP partners as per need.
  • Track project progress, monitor, review and update programme activity work plan to ensure as per project framework as cost-effectively and efficiently as possible.
  • Monitor activities aligned with the project goal and the objectives, and timelines, and ensure that the implementation contributes to these ends or as defined in the project document.

  • Accountable for the operational lead of the project plan and budget process and official approval from the Global project team and national project accountability team (NPAT).
  • Contextualized the project activities and planning in coordination with the Program Development Managers/LM and TaxEd Alliance partners for effective and impactful implementation.
  • Develop an engagement plan and take a lead in building and maintaining relationships with various stakeholders and government line agencies specifically the Ministry of Education, finance and revenue authorities, policy makers (parliamentarian) and thematic committees like education, and finance across the levels (federal, local, and provincial).
  • Establish connections with concerned government stakeholders, policy makers, academicians, and different research institutions and education and tax actors and CSOs and youth networks to push the education financing agenda forward the issue taken by the project initiative.

Requirements:

  • Thorough understanding of development, government budget making process, public services and human right issues in the country.
  • Good understanding of programme management best practices in non-profit organizations.
  • Basic understanding on tax justice, education financing, and government spending on public services.
  • Understanding of Human Rights Based Approach to Development
  • Understanding of the project cycle management
  • Certification - Training in Project planning and management, Human Rights Based Approach, Participatory approaches and methodologies, Governance, will be an advantage.
  • Civic empowerment and accountability, Monitoring and evaluation will add value.

Qualification:

  • Bachelor’s Degree in Project Management, Development Studies or relevant field from a recognized university/institution with 3 years of relevant experience.
  • Preferred experience in a financing and tax justice related field in an International similar organization.
  • Experience working on programme development trajectories.
  • Experience of working in a multi-cultural environment.
