Human Rights Awareness Centre (HURAC-Nepal) Rolpa established in 1997 is a non-profit making, non- patrician and leading Nepali non-governmental organization (NGO) working in the areas of rural development, human rights and social justice, having strategic focus on protecting and promoting economic, social and cultural rights and right to development. Its major interventions are towards pro-poor and pro people policies and practices through rural development (livelihood, education, protection, health and sanitation, forest, soil conservation, environment), advocacy, campaign, lobbying, networking, research and awareness rising for people's empowerment. In the campaign, advocacy and lobbying fronts, HURAC has been continuously embarking on the fundamental rights of the children, economically poor, socially excluded and environmentally vulnerable sections of the societies. HURAC believes in result-oriented struggles of the people against poverty, hunger and socio-economic injustices.

Duration : Initially 1 Year, possibilities of extension

Job Overview:

Program Officer-Child Poverty will work closely with the PC, Field Officers of other themes, and other project related staffs CBOs and local governments and agencies working at District, Farmer groups, and Wards (government and non-government) to create enabling environment and to facilitate/support in the project implementation process to ensure the project activities are accomplished within the set quality/quantity and time. Under the direct supervision of PC, CP Officer will be responsible to lead the project related to CP activities of Integrated Project by mobilizing and coordination of development Officers and stakeholders (DADO, DLSO, Cottage and small industries, farmer groups service centre of DLSO and DADO, CC, and YC, RMCs, and others)

S/he will directly report to Project coordinator of organization.

Key responsibilities:

1. Project planning and budgeting:

  • Conduct and ensure community consultation with key stakeholders and beneficiaries for assessment, planning and designing
  • Ensure proper data collection, documentation and dissemination on education issues regularly
  • Support for making district and RMC level project plan with references of agreed CP theme activities on monthly, quarterly basis

2. Coordination, Collaboration and Networking:

  • Coordinate and collaborate with RMC level stakeholders, beneficiaries, media, other project teams within organization and other service providers
  • Ensure organizational visibility and sustainability in the community level

3. Project implementation:

  • Implement the activities having quality output in RMC level
  • Support to project team for making effective project implementation.  
  • Support to DADO, DLSO and farmer groups for developing their action plan to child poverty
  • Maintain proper database, filing and documentation system and their management in the district office.  
  • Local level advocacy to increase resource allocation to Child Poverty 

4. Project review and monitoring: 

  • Frequently visit the project areas for supervision and monitoring the field level activities 
  • Prepare and submit event wise reports to Project Coordinator 
  • Monitor the regular activities of Child Protection and ensure for the involvement of line agencies of CP related, community to review program among the stakeholders and beneficiaries

5. Project reporting and documentation:

  • Prepare monthly events report and submit to Project Coordinator updating the information related to the project in RMC level 
  • Collect case studies/success story, action photos, learning, and challenges for the program documentation. 
  • Share the field visit reports to the line manager with area to be improved and betterment. 
  • Work closely with MEAL officer to ensure the project progress is in track and quality set in the project documents are met
  • Initiate corrective actions based on the feedback from MEAL officer
  • Must follow the child safeguarding policy of PNGO and Save the Children

Minimum qualification and experiences: 

  • B.SC. Vet and having 2 years' experience in related field, social mobilization and community facilitation
  • Preference will be given to candidates who have experiences in livelihood and livestock
