Nepal Disabled Women Association (NDWA) is established at 2054 (1998) adopting the values of the fundamental rights and responsibilities provided by the constitution of Nepal in order to support Women with Disabilities (WWDs) to pursue their rights, and provide them protection and livelihood support. Unless WWDs from all sections of the Nepalese community get understanding of their human rights, particularly as ensured by the UN Convention on Rights of Persons with Disabilities, and exercise them, their lives will not be bright and prosperous. Thus, NDWA promotes the program to build the capacity of the WWDs living in both urban and remote areas of the country in order to make them capable and empowered so that they will be able to take initiative to exercise their rights. It is vital to empower women from other disadvantaged communities such as women with disabilities from Dalit and Madhesi to build their self- esteem and confidence. In this context, NDWA has an important role to advocate on the issues of WWDs, such as rights to education, health, employment, rehabilitation and social security. 

NDWA is looking for experienced and highly qualified Nepali candidate to lead the Action for Justice (A4J) aiming to work on "Violence against women with disabilities" and its mission. The project has been funded by CBM Global Disability Inclusion Nepal. Work station: Kathmandu district with frequent travel to projects districts
Duration: 3 years 

Job Summary

Working Closely with the Project Manager and NDWA's Advocacy focal person, this position will work as part of PAHICHAN: advocacy initiatives for the inclusion of women and girls with disabilities in government policies and programs, to support a culture and practice of reliable planning, monitoring, Learning and documentation and reporting in NDWA  Monitoring, Learning, documentation and reporting in NDWA office. This includes developing, updating and coordinating monitoring and documentation activities and events within the NDWA programmes, building the capacity of network members in M&E, promoting Monitoring, Evaluationa learning and documentation knowledge transfer internally and externally. The position will ensure that MEAL and documentations and capacity building effectively serve NDWA, its members and district chapters in province, adhering to NDWA guidelines and policies.  

General Key Tasks: 

The Monitoring Evaluation Documentation Officer will be responsible for the development and roll out of the NDWA specially PAHICHAN: advocacy initiatives for the inclusion of women and girls with disabilities in government policies and programs, delivery in federal level and local level programme. He/She will be the NDWA focal point to established the monitoring, learning and documentation of the organizations programs and build the capacity of district staff in effective use of the data management tools and reporting templates. 

Specific Job Responsibilities

Tool Development and Data Management 

  • Develop and implement a strong monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact). 
  • Develop/ Adopt an integrated database of all projects/ programmes and ensure accountability through regular data updates, data integrity and working in collaboration with the data processors. 
  • Work with Project/Program managers to ensure the collection of relevant and appropriate data needed for an effective MEAL and documentation system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments. 
  • Develop and review data collection tools for the current NDWA programmes 
  •  Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within NDWA organization. 
  • Maintain sound communication and coordination with the supporting agency concerning the all aspects related to the program 

Monitoring and Reporting 

  • Maintain and update the overall NDWA PAHICHAN project and others programs indicator tracker based on submissions from the PM. 
  • Work closely with the PM PAHICHAN and others program officer to ensure that feedback to NDWA offices implementing the programme is whin time. 
  • Develop M&E plans for all projects and proposals and ensure the same is followed up during implementation; 
  • Ensure all grants have updated work-plan and performance management plan (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed 
  • Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators to guide decision making 
  • Provide alert to the respective programme officers/ managers, and executive board on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions. 
  • Review monthly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective staff 
  •  Collate/ prepare over all organizations reports related to internal reporting such as the quarterly and annual reports 
  •  Ensure that cross cutting issues such as participation, gender, age and disability, Disability catagories are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability. 
  • Learning, Accountability, Capacity Building and Documentation
  • Conduct monitoring of all PAHICHAN project and other NDWA's program implementation that meet laid down standards on a regular basis 
  • Provide relevant evidence for learning from projects 
  • Share learning and provide constructive comments to colleagues in order to ensure programme quality 
  • Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in programme delivery 
  • Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected 
  •  Keep abreast of new approaches and tools on M&E, and provide training to NDWA staff as requested. Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports; 
  • Regularly collect data on and analyse the Complaints Reporting and Feedback Mechanism (CRFM) accountability data to the NDWA team to facilitate quality improvement. 
  • Maintenance of reports &others relevant documents 
  • Preparation and verification of documents 
  • Liable to draft documents, filing and data entry 
  • Perform both office and field work for relevant correspondence 
  • Other duties are as assigned by senior executive.

Required Skills:

  • Bachelor’s Degree in Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies; 
  • Demonstrated experience in data processing and management of survey or research.  
  •  Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must; 
  • At least 2 years’ direct experience in a position of monitoring and evaluation 
  • Strong experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations; 
  • Good oral and written communication skills both in Nepali and English; 
  •  Must be result focused and be able to work under pressure and tight deadlines; 
  • Excellent interpersonal skills and the ability to work well within a multi-cultural team environment; 
  • Strong analytical skills; 
  • Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus; 
  • Knowledge and experience in implementing of policy advocacy and capacity building
