Job Description

Act as the primary point of contact for procedural and substantive matters, all technical aspects of contract performance, as well as management related requirements of the contract, such as procurement, personnel, reporting, and financial administration
Respond to TO requests, and provide central management and oversight of TOs under this contract, working collaboratively and often with USAID central and field project managers, technical officers, and COs, and meet and consult regularly with the IDIQ COR
Provide technical and administrative direction and guidance, as well as provide and support all technical experts carrying out technical requirements
Report to USAID’s technical and contract personnel in accordance with USAID contractual reporting requirements
Ensure MVL’s quality control manual, Safety policy and cost control methods are well implemented in a consistent and transparent manner for all contracted tasks and functions
Engage in TO pre-award activities including but not limited to analysis of RFPs to identify risk, assist contracts department in preparation of compliant business proposals, negotiation of terms and conditions
Engage in pre-award subcontract activities including but not limited to assisting contracts department in creation of RFPs to provide to subcontractors or vendors, proposal evaluation, source selection and documentation, negotiation and issuance of subcontracts and/or purchase orders
Interaction with company management, COR, local representatives and local government agencies as required
Administer Contracts through identifying and resolving any performance, delivery, cost or schedule issues as they arise to the satisfaction of the clients and in coordination with MVL Head Office Contracts department
Create effective client relationships at country of deployment level and recommend draft contractual correspondence for HO final review and issuance
Assist with identification of contract changes and contractual coverage of those changes. Establish filing system and maintain corporate contract files
Timely contract progress and close-outs
Subcontractors performance monitoring and control to achieve program/project objectives of safe and timely completion of a quality product within budget. Subcontract administration shall be done in coordination with the MVL Head Office Contracts and Planning departments regarding delivery issue
Support company financial initiatives such as profitability, retirement of risk, unbilled mitigation, and receivables tracking
Staffing and Manpower planning, management and control at country of deployment
