ROLE PURPOSE:
Save the Children leads the result 2 (capacity strengthening of district stakeholders) and result 3 (advocacy) under a Consortium project led by Mission East, consisting of Save the Children and Mission East with other implementing partners. The project is about to implement an 18 month project under the current ECHO-HIP 2016 for Nepal, co-funded by European Commission Humanitarian Aid and Civil Protection (DG ECHO) with a focus on CBDRM in Nepal by operationalizing the CBDRM, district capacity strengthening and policy advocacy.
The aim of the project is to strengthen community and institutional capacity on Disaster Risk Management through the implementation of inclusive and flexible CBDRM, improved coordination, information management and policy advocacy. This will be done through the development of common models and tools that are developed /reviewed in partnership with key disaster management actors, NRCS/IFRC in Nepal and especially with the Ministry of Home Affairs and Ministry of Federal Affairs and Local Development to secure their buy-in and ownership. The key is to align CBDRM tools and approaches to ensure that CBDRM (LDRMP) is reviewed to make it friendly to Hill context as well as connected to Local Annual Development Planning (LADP) processes and structures in Nepal. The project will work intensively in 4 districts and also work at the national level in coordination with key stakeholders including the Nepal Risk Reduction Consortium (NRRC)/ Flagships 2, 4 and 5; AINTGDM and local implementing partners. It will also demonstrate the implementation of the model approach in four focus districts in EQ affected districts in partnership with DDRC, DDC at sub-national level and community based organisations and school management committees (SMCs) at VDC level.
The Project Manager will be responsible for management of SC components (CBDRM approach and implementation of result 2 in result 3 in SC project districts) and provide technical support to Mission East for the implementation of result 2 in ME project districts in coordination with SC team, consortium and implementing partners. The Project Manager will also supervise the SC Sr. DRR Coordinator and the consortium advocacy coordinator and ensures that SC provides technical assistance to the consortium project on Monitoring, Evaluation, Accountability and Learning (MEAL) through working in close coordination with SC MEAL team. The Project Manager will be ultimately responsible for the development and delivery of the Project Detail Implementation Plan that includes CBDRM, district capacity strengthening and advocacy strategy (in full coordination with relevant stakeholders in Nepal) as well as the MEAL approaches and research components of the project. S/he will also oversee the agreement with the consortium lead, teaming agreement jointly signed by consortium members – Save the Children and Mission East, responsible for regular and final reporting and works in close coordination with ME Consortium Project Manager/Coordinator so that a common platform for sharing project learning’s and challenges in a consultative, inclusive and participative manner and effective capacity building and partnership management with local implementing partners established.
As the focal point for the SC project, s/he will be responsible for coordination and developing partnerships between the consortium and various governmental and non-governmental organizations, for effective implementation and sustainability of the project. S/He will communicate to and coordinate with Mission East, the government and other stakeholders in respect to the project on behalf of SC.
Further, the Project Manager will facilitate the Project Team of SC on developing and agreeing the detailed Project Implementation Plan, in identifying joint initiatives and monitoring the progress. S/He will be responsible for preparing the technical report and supervising the financial report to meet the compliance for the donor and will also be responsible for monitoring and tracking the project budgets and activity plans of the project for fully meeting the targets and desirable standard within the stipulated time frame.
