Reports to: Climate Justice and HDRR Manager
Supervises: Project Coordinator – Community Engagement and Partnerships; Technical Coordinator – Shelter and Engineering; MEAL and Documentation Officer; Finance, Administration and Logistics Officer; Architect and other HR3 personnel assigned.
Travel / deployment: Extensive (normally 60–70%), including rapid deployment to remote locations.

 About the Project

Habitat for Humanity Nepal works with communities, governments and partners to advance safe, adequate and resilient shelter and housing. Following the 2026 flash floods, the Humanitarian Response, Recovery and Resilience (HR3) Project supports a pathway from emergency shelter to early recovery and safer, climate- and disaster-resilient housing. Initial implementation will focus on Rasuwa and Nuwakot, with Dhading or other approved affected locations added as needs and funding evolve.

 Position Overview

Lead the HR3 Project from assessment and response through early recovery and resilient reconstruction. The role converts Habitat Nepal’s Pathway to Permanence into a safe, coordinated and accountable multi-district operation, ensuring that shelter assistance, transitional shelter, cash-based support, recovery housing and risk-sensitive planning are delivered on time, within budget and in partnership with affected communities and government.

 Essential Duties and Responsibilities:

• Strategy, planning and operational leadership
• Translate approved response strategy and funding into a costed, phased implementation plan, district workplans, staffing structure, responsibility matrix and decision calendar.
• Set priorities as needs, access, weather, funding and displacement patterns change; document material decisions and escalate deviations in scope, budget, risk or compliance to the Program Director.
• Lead transition planning across emergency shelter kits, transitional shelter, conditional cash/rental or repair support, and resilient recovery housing, avoiding gaps and unmanaged handovers.
• Activate and chair project management routines, including daily or weekly operational meetings during surge periods, monthly performance reviews and after-action reviews.
• Maintain a consolidated operational, programmatic, safeguarding, fiduciary, access and security risk register with named mitigation owners and deadlines.

Implementation, people and partner management

• Direct multi-district field delivery through the four project functions and ensure realistic sequencing among assessment, community engagement, design, procurement, construction, cash assistance and monitoring.
• Supervise, coach and hold staff accountable through clear objectives, timely feedback, workload management, duty-of-care practices and performance reviews.
• Establish implementation arrangements for direct delivery and/or local partners; support due diligence, agreements, capacity plans, monitoring and corrective action.
• Ensure transparent, vulnerability-based participant selection and prevent duplication through coordination and verified records.
• Resolve cross-functional bottlenecks quickly while preserving technical quality, safeguarding, financial controls and segregation of duties.

Shelter, recovery and resilience oversight

• Ensure all shelter modalities are based on verified needs, household preference, tenure and protection considerations, site risk, technical feasibility, market capacity and government guidance.
• Approve project-level technical and implementation packages after required technical, MEAL, finance, safeguarding and management reviews.
• Promote local materials, skills and markets where safe and viable, including bamboo, timber, plywood, stone and other context-appropriate materials, without compromising structural safety or durability.
• Integrate disaster-risk reduction, climate adaptation, environmental safeguards and risk-sensitive settlement planning into recovery decisions.
• Ensure clear referral or coordination arrangements for needs beyond Habitat’s mandate, including protection, WASH, health and livelihoods.

Resource stewardship and donor delivery

• Act as project budget holder within delegated authority; review forecasts, burn rates, procurement status, cash needs, partner advances and material variances with Finance/Admin.
• Contribute to response concepts, proposals, donor briefings and funding prioritization, ensuring commitments are feasible and supported by verified evidence.
• Ensure donor, Habitat, government and partnership obligations are translated into operating controls, reports and close-out actions.

Coordination and stakeholder engagement

• Serve as the senior operational focal point for NDRRMA, provincial and local authorities, DDMCs/LDMCs, the Nepal Shelter Cluster and relevant sector coordination mechanisms, as delegated by the Program Director.
• Build trusted working relationships with affected communities, elected representatives, technical officials, local partners, contractors, suppliers, financial service providers and civil-society networks.
• Coordinate technical and surge support with Habitat’s Asia-Pacific Office, Base Bahay and other approved technical partners; define deliverables and ensure recommendations are contextualized.
• Represent the project in donor and Habitat Network discussions with approved, consistent and verified messages.

Monitoring, reporting and learning responsibilities

• Own the project results framework and use MEAL evidence, community feedback, financial data and technical quality findings to make and document course corrections.
• Ensure timely situation updates, management reports, donor reports, government submissions and decision briefs, with one agreed source of verified figures.
• Review disaggregated reach, unique-household coverage, service instances, cost efficiency, timeliness, quality, feedback and outcome data at least monthly.
• Commission and act on post-distribution monitoring, construction quality reviews, cash monitoring, after-action reviews and project evaluations.

Education, Professional Experience, and Skill Sets

Education and Professional Qualification

• Master’s degree in disaster management, humanitarian action, engineering, development studies, public administration, social sciences or a relevant discipline; or a bachelor’s degree with substantial additional relevant experience.
• Professional experience of project management, humanitarian coordination, cash assistance, shelter/settlements or disaster risk reduction.
• Fluency in written and spoken Nepali and English.

Professional Experience

• At least seven years of progressively responsible program/project experience, including at least three years in humanitarian response, early recovery, disaster recovery or fragile operating environments.
• At least three years managing multidisciplinary teams, budgets, partners and complex field operations.
• Demonstrated delivery of shelter, housing, settlements, cash-based assistance or closely related humanitarian programming through assessment, implementation, monitoring and close-out.
• Proven coordination with government and humanitarian mechanisms and experience communicating with donors or senior stakeholders.
• Demonstrated decision-making under time pressure, changing information and access constraints.
• Demonstrated ability to organize rapid procurement and last-mile delivery while maintaining documentation and internal controls.

Technical and Functional Skills

• Humanitarian program-cycle and adaptive management; operational planning and prioritization; partner management; budget stewardship and compliance.
• Strong understanding of shelter and settlement programming, DRR, climate resilience, cash modalities, protection mainstreaming and accountability to affected populations.
• Decisive, calm and evidence-led leadership; clear delegation; constructive challenge; conflict resolution and staff care.
• Strong analytical writing, negotiation, facilitation and representation skills; able to explain complex trade-offs to communities, technical colleagues and donors.
• Digital proficiency in work planning, budget tracking, data dashboards and collaborative document management.

Preferred / desirable experience

• Experience in Nepal’s hill or mountain districts and knowledge of federal, provincial and local disaster-management structures.
• Experience with Nepal Shelter Cluster coordination, Sphere/CHS-aligned programming or large-scale shelter distributions.
• Experience managing transitional shelter, rental/repair cash or owner-driven reconstruction using local materials.
• Ability to communicate in a language used in the target communities.
