From the time of its establishment, CSSD has undertaken various projects in some of the remotest parts of Kailali district. In particular, CSSD has a lot of experiences on disaster risk reduction, preparedness, and response (disaster management), education, child protection and advocacy, livelihood and nutrition. 

Conscious Society for Social Development (CSSD) in partnership with World Vision International Nepal is implementing Household Disaster Preparedness Project (HDPP) with the support of USAID TAYAR funding. The project major focus is on  enhancing the capacity of the individual households and communities for better disaster preparedness and response along with preparing the HHs level disaster preparedness and response plan after an extensive vulnerability assessment carried out at each HH of the targeted community followed by community, ward and of local level. Job Description

Reporting to: PNGO – ED and Matrix to WVIN Project Coordinator

Purpose of the Position:

Conscious Society for Social Development (CSSD) in partnership with World Vision International Nepal is implementing Household Disaster Preparedness Project (HDPP) with the support of USAID TAYAR funding. The project major focus is on  enhancing the capacity of the individual households and communities for better disaster preparedness and response along with preparing the HHs level disaster preparedness and response plan after an extensive vulnerability assessment carried out at each HH of the targeted community followed by community, ward and of local level.

The project coordinator must have excellent understanding of the DRR, proven strong coordination skill with local government, mainstreaming DRM into development plan, computer applications (GIS; mobile mapping, MS office applications etc.) along with the solid project implementation experience of at least five years. The PC will also be the overall responsible for the project leading at community, local government and district level, coordinating and relationship strengthening with government entities, communities, ward, local levels, district and DRR relevant stakeholders. The position is required to spend 70% of the time in the proposed municipality and 30% of time in district headquarter.

Deliverables / Indicators

  • Ensure the project activities are implemented by 100% timely and effectively accordingly approved plan in coordination with project team members of organization and WVIN;
  • Ensure the project budgeting, details implementation plan, and operational strategy are in place, up to date and effective in line with project strategy; 
  • Lead for conduction of the Vulnerability and Capacity Assessment using digital tools (Mobile based application and web portal) developed by the project after approval from local government. 
  • Ensure organizational, government, donor procedures are that need to be followed while assessing the disaster assessments at field level;
  • Take lead in preparation, review and finalization of DPRP at households, community, ward and municipal level. 
  • Lead on data collection (using the tools developed by the project) of individual households of the selected ward of the municipality.  
  • Follow Monitoring Evaluation Accountability and Learning (MEAL) and Gender Equity and Social Inclusion (GESI) guidelines, framework developed by the project for regular reporting and documentation.   
  • Orient project staffs / sub ordinates on all components of the project designs, deliverables along with minimum standards;
  • Form, strengthen and operationalize community based disaster management committee (CDMC), Local Disaster Management Committee (LDMC) at ward and municipal level.
  • Ensure quality project planning and set up monthly and quarterly progress tracker of the project;
  • Regular project team members meetings are conducted and share the updates with WVIN team members as require;
  • Ensure that beneficiaries and targets tracking system is in place and maintained properly;
  • Prepare and submit technical project progress reports as per the WVIN and donor’s compliance;
  • Any other duties as assigned upon require by the project;

Deliverables / Indicators

  • Capacity building of CDMC, LDMC on Disaster Preparedness and Response Plan (DPRP) regular basis as required by the project. 
  • Develop training module, schedule and deliver training for field staffs, local government officials and concerned stakeholders  and meet all the necessary components of the projects for the smooth project implementation;
  • Work with WVIN DRR team of field and national office to ensure the development and regular use of all technical tools necessary for the successful implementation of the project– including implementation guideline, quality benchmark, training materials, training curriculum, information materials, materials and other resources as require; 

Expected Results: Financial and Risk Management
% Time: 10%

Deliverables / Indicators

  • Monitor monthly actual expenditures, track burn rate of the project and compare them with the implementation model, budget requirements, review the budget if needed; 
  • Ensure 100% compliance of WVIN financial and procurement policy and relevant policies as required by donor; 
  • Ensure 100% compliance to Child Protection Policy; 
  • Ensure all donor compliances are met. 

Expected Results: Project Monitoring and Evaluations
% Time: 10%

Deliverables / Indicators

  • Coordinate with assist the MEAL team ensure that project baseline and evaluation surveys are carried out according to the schedule; 
  • Conduct frequent field visits, identify and document the lesson learnt and challenges; 
  • Communicate timely on critical feedback and corrective measures with WVIN project team and identify the solutions if require;
  • Provide monthly progress status reports to Line Manager; 

Expected Results: Documentation and Reporting 
% Time: 20%

Deliverables / Indicators

  • Prepare and submit weekly, fortnightly, monthly, quarterly and final report of the project and submission on timely manner as mentioned in the project document. 
  • Ensure that periodic program and financial reports are prepared and submitted timely aligning with project design and donor requirement; 
  • Ensure that beneficiaries and targets tracking system is in place and maintained properly; 
  • Ensure photographs are secured for key events in order to track progress over various time intervals; 
  • Maintain project database management as per requirement 
  • Capture evidences (such as media coverage, visibility materials, and success/change stories) of good practices regularly and as require; 
  • Dissemination of lessons learnt and best practices from major project interventions;

Expected Results: Networking and Advocacy 
% Time: 10%

Deliverables / Indicators

  • Develop a good relationship with the local elected representatives, government authorities, communities, ward (WDMC), local (LDMC), district levels authorities and other relevant DRR stakeholders;
  • Facilitate development of a project brief and disseminate to relevant stakeholders; 

Minimum Qualification and Experience require

  • A minimum of Bachelor’s Degree in Disaster Risk Management, Environment Science, Social work, development studies, social science, or relevant discipline with at least three to five years of working experience on the DRM sector specifically focusing on Community based Disaster Risk Management. Also have strong knowledge on Disaster Preparedness and Response Plan (DPRP) preparation, execution and mainstreaming into government system.  
  • Strong knowledge on local government rules, regulations, guidelines on disaster risk management of government of Nepal following federal government DM Act, Policy and Strategy. 
  • Additional value would be added if he/she has prior working experience of managing USAID funding project and other grants.
  •  And if he/she has lead data collection using mobile based data collection platforms (e.g. Kobo Toolbox). 
  • Two wheeler driving licence required.
