TEAM/PROGRAMME: NSSP

LOCATION: Palika's of Jumla and Achham under MFWFO

CONTRACT LENGTH: Fixed-term until December 2019

CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Project Coordinator (PC) - NSSP will be responsible for overall management of the NSSP project in the assigned district. S/He will also provide technical assistance to partner NGOs and GOs, ensuring the high quality of implementation by maximizing the impact as per the country strategy and annual plans in close coordination with NSET and local governments.


The position holder ensures implementation of all interventions in the district as well as provides technical support, coordinate with district authorities and Palika Chair/Mayor. S/He will ensure coordination with NSET pillar-1 and School Management Committee (SMC) and manages partners in the respective district.

In the event of a major humanitarian emergency, s/he will be expected to work outside the normal role profile and be able to vary working hours accordingly.


KEY AREAS OF ACCOUNTABILITY : 

Core Responsibilities:

  • Lead in planning, budgeting, monitoring and supervision of resilience education in program in accordance with the guidelines, framework, policies, NSSP guidelines and country strategy paper in working districts.
  • Ensure delivery of and quality of the program and budget spent on time and producing intended result.
  • Ensure the minimum standard of NSSP developed by SC and NSSP PIU
  • Assess the organizational development capacity of partners and support to develop capacity building plans.
  • Support partners for their overall management (program and organizational) capacity building.
  • Enhance linkages/networking among R/ municipalities /provincial line agencies for policy advocacy and effective implementation of education and School Disaster Management programs.
  • Prepare quality reports as per the requirements. Document and disseminate lesson learnt, case study and innovative approach at district and provincial levels.
  • Provide technical supervision for the utilization of training through coaching, feedback and suggestion to maximize the impact.
  • With support from the lead Technical Adviser, Team leader and/or other senior program staff, identify program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. 
  • With support from the Monitoring & Evaluation team put in place an M & E plan for project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. 
  • With support from the Accountability lead put in place accountability activities for project, ensuring that feedback from children and their families is considered in project design. 
  • Provide technical support to team to fulfill the mandate of the program to ensure Access, Quality, Participation and Advocacy of every children within assigned area. 
  • Hold meetings with stakeholders including schools, local councils and other organizations serving children and community to understand their education priorities;
  • Identify the range of stakeholders and maintain good rapport with the stakeholders involved in network like police, health officers, and social welfare departments and analyze how they may be co-opted into supporting the project.
  • Partnership Management, Personal Management, Budget and Grant Management, Supporting for Designing Monitoring Evaluation as well as provide technical support in basic area of project management as thematic lead, support for partner capacity building
  • Developing linkages with government facilities for strengthening the project Impact. 
  • Undertake field visits and attends Palikas/cluster level meetings to understand and facilitate problem solving to have an effective implementations.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education in Emergencies. 

Other Significant Duties:

  • Represent SC within regional, national and international forum as per need.
  • Work as a resource person with different external visitors.
  • Participate in strategic planning process.
  • Work as team member in an emergency situation.
  • Arrange a periodic / weekly meeting with supervisor, team and write meeting minutes.
  • Maintain the files and filing system in the central office of Education cluster 
  • Ensure the ingoing and outgoing mails, letters, couriers are correctly and timely functioning.
  • Mobilize partners and project team for quality, timely project implementation
  • Conduct periodic project sharing, coordination and capacity building events to partners.
  • Support and facilitate for establishment of managing database system/mechanism in Palika Level.
  • Ensure Palika and other stakeholders Involvement in project cycle, joint monitoring, and periodic supervision, monitoring and learning sharing for program efficiency. 
  • Ensure tripartite agreement between SCI, Implementing partners and Palika (If any)
  • Support in capacity building project human resources including Palika staff, project staff and SCI team.
  • Support and facilitation for formulation/review of program related Palika policy, gap identification and fulfillment to support program. 
  • Facilitate for enabling environment for project implementation at Palika level in close coordination with Palika.
  • Support and facilitate to inbuilt and align project plan in Palika level plan and resource / fund matching (if any) and support in formulation of strategies and working modality at Palika Level.
  • Ensure timely reporting and communication regarding the project to concern line management.
  • Carry out other duties when required and requested by supervisor 
  • Represents SC in relation with the Partners, other stakeholders, donor, national and regional authorities as required to fulfill the obligations under this position.

QUALIFICATIONS 

  • Master's degree or equivalent in Education, Development Studies, Social Science or related discipline

EXPERIENCE AND SKILLS

  • At least 3 years of working experience in managing Education projects/programs preferably at I/NGOs
