TEAM/PROGRAMME: Sponsorship Program

LOCATION: Kapilvastu under WFO

CONTRACT LENGTH:  7 months 

CHILD SAFEGUARDING: (select only one) Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Project Coordinator – Adolescent Development (AD) and Community Mobilisation (CM) for Sponsorship is overall responsible for providing strategic and managerial leadership in Adolescent Development and Community Mobilisation Program funded by Sponsorship in Kapilvastu District Under West Field Office. S/he is responsible to develop capacity of the SC & partners (NGOs and  Local Government- collaborating partners (ie Rural/Municipalities) and local structures, through various approaches including coaching and on the job capacity building on the adolescent development and community mobilization theme. S/he is responsible for developing capacity of SC and partner staffs on community mobilisation cycle and ensures communities participation in situation analysis, designing, implementation, monitoring and evaluation. S/he will also have responsibilities for growing the Adolescent Development programme in the fields (in collaboration with Sr, FPM, thematic managers and advisors). S/he is also responsible for ensuring quality delivery of Adolescent Development programs at implementing sites by maximizing the impact as per the country strategy and best utilizing the available resources to attain Adolescent Development goal of Save the Children adhering to Save the Children’s national strategy, and with Save the Children’s global initiatives.  

KEY AREAS OF ACCOUNTABILITY: 

Project Planning and budgeting

  • Provide strategic and clear direction/guidance in planning and budgeting of Adolescent Development program funded by Sponsorship Program in accordance with the guidelines, framework, policies and country strategy plan in the district
  • Provide strategic guidance to partner organizations in designing cost effective and result oriented program in collaboration with the Government for immediate and long lasting changes in the lives of children
  • Support and ensure partners develop plan and budget along with Detail Implementation Plan (DIP) and phased budget
  • Build synergy with other core program areas in the planning in-line with theory of change
  • Ensure and review that the plans and budget submitted by partner organisations are in line with SC’s Theory of Change and Country Strategic Plan, SC member’s priorities and align with donor and the Government’s national priority plan & policies

Project Implementation

  • Ensure the partners implement the plan & budget as stipulated in the detail implementation plan and phased budget, and provide support for a recovery plan is required to achieve the result
  • Ensure that assigned project has met the project compliances
  • Ensure adequate managerial and technical support to the partner organisations to implement detail implementation plan and phased budget
  • Ensure the activities that have met the quality benchmark in the implementation

Project Review & Monitoring

  • Monitor the budget vs expenses tracking every month and conduct on site budget vs expenses in partner organisations and provide feedback if required
  • Conduct regular field visits with appropriate tools and checklists, including discussions with beneficiaries on program effectiveness, and feedback on improvements to Gov and NGO Partners
  • Conduct regular (monthly) analysis of program implementation to identify strengths and weaknesses of the project and share the team for appropriate action
  • Conduct the review of progress made by the partner organizations on quarterly basis and identifies the areas where they need to improve in terms of capacity building, cost efficiency, efficient use of staffs and help them to make necessary changes in their original plans if required
  • Verification of process and data that partners organization have adopted and provide on the spot feedbacks for improvement
  • Support and ensure to use to set monitoring tools in the field and its documentation in partners organization

Project Reporting

  • Ensure the partners conduct analytical discussion on project reports before submitted to SC
  • Ensure that high quality reports are submitted on time by the partners and SC staffs
  • Prepare high quality reports as per SC and donor requirements
  • Assist supervisor to prepare and submit semi-annual and annual reports on time
  • Document and include case studies/success stories of the program in the periodic reporting process

Capacity Development of SC, partners and stakeholders

  • Lead, manage and motivate SC & partner staff and make sure they have clear objectives, results and work plans and receive meaningful feedback on their performance regularly 
  • Lead and Support on capacity building of SC and partner staff through coaching, mentoring and training
  • Support to Design and develop training manual and facilitate in building capacity of partners, and stakeholders to ensure effective implementation of different training, workshops, meetings and seminars.
  • On site coaching to partners organization to staff of partners organization

Partnership management and Project Compliance

  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies
  • Organise meetings with partners on partnership management issues as required and issues are dealt accordingly
  • Support partners for organisational development assessment/review, and prepare action plan, implementation and follow up
  • Ensure that the partners comply the organisational policies, GO, SC and donor’s requirements in time
  • Ensure the cost, quality and timely delivery of material procured by the partners and also procured by SC from self implementation budget

Community Mobilisation

  • Develop capacity of SC and partners staff on community mobilisation cycle
  • Support and Ensure execution of community mobilisation plan by the partners
  • Ensure participation of community in situation analysis, program design & planning, execution, monitoring and evaluation
  • Document the learning of community mobilisation and share at appropriate level

Coordination, Collaboration and networking

  • Enhance Coordination linkages/networking with district line agencies and like minded organisations for effective implementation of Adolescent Development programs, policy advocacy and sharing of best practices
  • Maintain close relation with other themes especially with Education, Health & Nutrition; Child protection and child Rights Governance and identify areas to work collaboratively to bring synergy

Representation

  • In coordination with the Sr. Project Coordinator – Sponsorship represent Save the Children at local, district, regional, national levels and humanitarian community when and if required

Occasional Duties

  • Work as focal person of Save the Children dual mandate of development programs as well as being the leader in Emergency preparedness and response for children in  the region

QUALIFICATIONS 

  • At least Master degree in any Social Science or any relevant field

EXPERIENCE AND SKILLS

Essential:  

  • At least three years (two years for GSI* group) work experience in similar field
