Relief Nepal is a non-profit making, non-governmental, non-political, social development organization of Sindhuli district. It was established in 2008 AD with the core objective of vulnerable and marginalized people especially women, children, youth and people living with marginalized condition are empowerment and participated in decision process about the issue affecting their livelihood. It has successfully implemented Livelihood, Child Rights, WASH, Education and DRR projects in five districts. In partnership with World Vision International Nepal (WVIN), Relief Nepal is implementing Integrated Protection Community Engagement and Sponsorship Plan (P-CESP) in Tinpatan, Golanjor and Phikkal Rural Municipality of Sindhuli district. Job Location: Sindhuli office and frequent visit to field
Duration: 9 month

Position Description:

The overall objective of the post is to coordinate and guide implementation of the WASH sector interventions under the WASH SDG to achieve the planned outcomes (Increasing demand for improved WASH facilities and practices, Improving the quality of service provision, and by Improving governance in the sector especially prepare   WASH plan and its implement in joint effort with local government by aligning with government policies and guideline and using NWASH.

Key job role/ Specific responsibilities:

Programme Planning: 

  • Conduct monthly / quarterly review and planning meetings to review progress, understand and address challenges and plan activities for the coming month / quarter. 
  • Be responsible for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities.
  • Prepare Annual DIP and implementation plan and cash flow with details breakdown.  
  • Prepare annual, quarterly, monthly and weekly plan and update weekly as required by the project.
  • Review the plan of field supervisor and approve for its implementation.
  • Review detail lesson and session plan of training, orientation and  BCC sessions 
  • Share the plan to the organization and concerned authority as per scheduled time. 
  • Prepare Joint monitoring plan with local government, provincial  and community
  • Involve and facilitation to R/ Municipality during local level annual planning process and WASH plan preparation 
  • Identify the socially excluded community and beneficiaries   for focus interventions  

Program Implementation:

  • Organized Coordination and sharing meeting of the project activities at local level R/ Municipality and District Coordination Committee and others stakeholders to avoid duplication.
  • Implementation of planned activities followed by program guideline 
  • Utilize technical and financial resources for quality outputs of the project.
  • Apply joint effort for community action. 
  • Share common responsibilities to similar actors.
  • Coordinate ward, rural municipality and municipality level elected body for effective implementation.
  • Technical Support to officers and field supervisors to implement the activities as per plan.
  • WAS plan   preparation  and its implementation is  key  deliverable  with joint effort  of  local government  
  • Documentation   and process of correspondence and recommend the bills and  voucher related to project activities 
  • Publish and disseminate all the plan, reports and achievements to the organization and funding agency.
  • Maintain program and financial transparency among community and stakeholders.
  • Supervision of project activities regularly with specific plan

Project Management: 

  • Plan and coordinate implementation of project activities that contribute to programme outcomes.
  • Provide technical guidance and support to the field technician to implement the water supply system, toilet construction and other activities effectively.
  • Project tracking and   update  weekly   based on DIP and  risk should be  identified on time and its mitigation 

Financial: 

  • Ensure sound budgeting and effective use of programme funds by following donor compliances.
  • Be responsible for managing the WASH programme budget through regular monitoring of expenditure against budget  in monthly basis   
  • Be responsible for developing a clear expenditure plan and ensuring that the programme is implemented within the agreed/approved budget.
  • Ensure that necessary supplies are requested in a timely manner from procurement/ logistics department; that all necessary procedures are adhered to; and that resources are correctly stored/ distributed/ utilized and accounted for.
  • Adhere to recommendations made by Program coordinator of Plan International and board of Director / Chair (Relief Nepal).  

Monitoring and Evaluation: 

  • Continuously monitor the progress of project activities through field visits, review meetings, stakeholder consultations, review of monthly / quarterly reports, and provide feedback / guidance to improve effectiveness. 
  • Encourage and appreciate the efforts / good work of staff /partners and specify areas that need improvement.
  • Should be in the field and office in the ratio of 50:50
  • Review and finalize Event, monthly, quarterly and annual data and narrative report and submit to the organization and stakeholders.
  • Prepare regular monitoring plan of project activities and conduct monthly monitoring with BoD members. 
  • Developed project M&E framework in line with donor framework 
  • Prepare appropriate monitoring tools and template and applied it on regular monitoring system after approval of concerned authority.
  • Prepare monitoring report at least in a month for the better implementation of project.
  • Prepare event base monitoring   report and shared with donor 
  • Set the monitoring indicator of each project activities and follow up as per plan. 
  • Review all the program documents and prepare data base and narrative reports submitted  to plan on time and meet the  deadline 
  • Review the report of officers and field supervisors provide inputs to finalize it.
  • Keep the systematic record of all the report and program documents as proper way electronically and   print.
  • Document and share best practices and learning, and success and case stories for shared learning
  • Develop and ensure to carry out innovations activities, research, monitoring alignment with project objectives at field with technical guidance of donor. 
  • Organized review reflection meeting with field supervisor and WASH champions and documentation of it. 
  • Generate high quality monthly updates and quarterly / annual narrative reports and submits to Project Coordinator of Plan International   Nepal and   board of director (Relief Nepal) timely.

Coordination /Networking / Advocacy: 

  • Establish /improve collaboration with local government, relevant office and partner organization and line agencies to enhance programme activities.
  • Conduct weekly / monthly coordination meetings of field staff to understand progress and programme challenges, share and document learning from the field and facilitate cross learning.
  • Collaborate and coordinate with other working I/NGOs and government agencies in field level to enhance quality activities. Especially other sector   with plan international existing   project. 

Education and experiences :

  • Master degree in social science, community development or development studies or water, public health with 2-3 years of experiences or bachelor degree in civil/sanitation/environmental/sanitary engineering, with training in WASH with 5 years of experiences working in WASH sector.
  •   Knowledge of WASH plan and with NWASH software are asset for this position 
  • NGO/INGO work experience preferred. 
  • Excellent knowledge and experience on social aspect of WASH, behavioral change communication activity of WASH, community led total sanitation (CLTS) approach, Mensural Hygiene management, Schools, HF and public WASH facility and   child to child approach and hygiene promotion through behavior change communication.
  • Principles, policies, guidelines and practices of WASH sector. 
  • Knowledge on project management, monitoring, data analysis and report writing.
  • knowledge in national and local level WASH policy and guideline eg; Sanitation Hygiene Master Plan and Total sanitation guideline of Nepal Govt,  WASH  plan guideline  and SDP etc.  Knowledge in gender    transformative   in WASH    would  be   value added
