1. FSCN's background

Friends Service Council Nepal (FSCN) is a not - profit making non-government organization, working in the field of Disaster Risk Management and Humanitarian Response, WASH, Livelihood and Institutional Development & good governance. It is registered at District Administration Office Lalitpur in 1991 and affiliated with Social Welfare Council of Nepal.

VSO implements a consortium project named ‘Promoting Inclusive Resilience and Accountability through Youth Association Strengthening’ (PRAYAS) which aims to strengthen the role of Youth-Led Civil Society Organizations (YLCs) to effectively engage youth and other marginalized groups in local Climate and Disaster Resilience (CDR) processes in Nepal’s new federal context. FSCN is a consortium partner of PRAYAS projects and is mainly implementing CDR related capacity building activities in PRAYAS working locations. 

Considering the shorter timeline of project activities that are to be implemented by FSCN team, there is a need for a consultant to support Training Coordinator in the activities implementation. The details of support is mentioned in below section. 

2. Objective: 

The general objective of this assignment is to support FSCN's Training Coordinator (TC) and Finance team to implement the planned activities and support for their proper documentation. Specifically;

  • Support TC in preparation and implementation of activities and coordination with stakeholders
  • Support to complete supporting documents of the implemented activities. 

3. Details of tasks for the consultant

3.1 The consultant need to support to following activities 

  • Training for Municipal Representatives in Surkhet and Janakpurdham (2 events)
  • Conduction of CADRE Training events in Surkhet and Janakpurdham (2 events)
  • Conduction of small scale mitigation measures and high raise hand pumps  (Surkhet and Janakpurdham)

3.2 For these activities, the consultant will support the training coordinator in following tasks

  • Support in venue selection, participants selection, logistics management
  • Support in vendor selection, document collection and consultation with FSCN's finance team
  • Support in preparation of settlement documents. Varify all the settlement documents (Bills/invoices) are properly managed
  • Support/guide to the users committee specially during small scale mitigation works. Prepare appropriate agreement template in Nepali

4. FSCN's Responsibilities

FSCN will provide following to the consultant.

  • Consultancy fee/remuneration as per point 8 below. Payment in monthly basis after getting monthly timesheet and a brief report. 
  • FSCN's Training coordinator will overall guide to the consultant. TC will prepare main contents of the training, final reports of the events, and take lead in coordination. 
  • TC to guide/make sure that the monthly workplan of the consultant is in place and followed. 
  • Make all required travel arrangements of consultant as per the need. Consultant need to travel and stay in Janakpur for required delivery. The expenses of such official travel be covered by FSCN as per its policy. 

5. Required Qualifications and Experience

Following qualifications and experience is required for consultant (Individual consultant) to carry out this assignment. 

  • Academic Qualification: At least Bachelor’s degree in development studies, Social Work, Management, or any related discipline. 
  • Work experience: At least three years of work experience in working in community mobilization, CCA/DRR, Training and workshop facilitation. This includes effective team building and coordination skills. 
  • Other experience: Stakeholders coordination, financial settlement, community engagement. 

6. Duration of Assignment and Reporting

  • The total period of this assignment is of 3 months starting from 1 July 2022 to 30 Sept 2022. The exact starting time depends on the availability of the consultant.  
  • The consultant will be paid in monthly basis upon submission of timesheet and deliverables as per plan and certified by the line manager (Training Coordinator of FSCN) on the deliverables.

7. Duty Station, Travel requirements and Travel arrangement 

  • The consultant is based in PRAYAS office in Surkhet with frequent visits to Janakpurdham as per requirement.   
  • FSCN will provide Travel and logistics related expenses as per organizations policy when doing travel to Surkhet sites and Janakpurdham.  
  • Working days: The consultant will follow the office working days as per FSCN rules.
  • The consultant will not be entitled to travel related facilities for any events in Birendranagar. However while making travel to ward number 9 and 10 of Birendranagar, the sites will be considered as project field and entitle to travel and logistics related facilities as per FSCN policy
