We are currently seeking qualified candidates for the position of Program Manager for an anticipated five-year USAID/Nepal Kathmandu Valley – Clean Air Program (KCAP). This program will seek to reduce air pollution in the Kathmandu Valley, and potentially other areas of Nepal, by addressing the sources of air pollution through: 1) building the capacity of and providing technical assistance to government to increase adherence to environmental regulations, use data for solution identification, and drive policy formulation, enforcement and implementation; 2) strengthening existing and new civil society and community networks, particularly those representing marginalized communities, to advocate and advance public interest on improving air quality; 3) and establishing private sector partnerships.

This position is subject to project award, funding, and USAID approval.

Minimum Requirements:

  • Master’s degree in environment, development studies, public health or related field and 3-5 years of experience managing and/or implementing environment or related development programs
  • Demonstrated project management skills and the ability to track project implementation, resources, and deliverables; project management certification preferred
  • Proven experience and performance in program development, grant making and grant management with international organization
  • Ability to work in teams and create collaborative team building environment
  • Excellent English writing and with good communication skills
  • Experience with USAID rules and regulations 
  • Prior experience working in Nepal and ability to speak the Nepali language is an advantage 
  • Ability to travel to the field 20-30 percent of the time  


Job Description

Reports To: Principal Investigator

Position Description

The Program Manager for KCAP will serve in critical technical and program management role within the Kathmandu Valley – Clean Air Programme (KCAP) to ensure timely and quality delivery of project results per the approved project agreement. The Program Manager will be responsible for managing implementation of the project, coordinating resources and activities across the project team and facilitating work plan development and tracking and deliverables preparation and submission. S/he will serve as the ley liaison with project partners and sub awardees, ensuring their timely delivery of agreement deliverables, and supervise three cross-functional personnel. 

Key Responsibilities:

  • Contribute to the development of KCAP work plans and designs according to the KCAP agreement
  • Oversee the process of subproject design, development (including selection of agencies, sub-agreement design, review and execution) and modification, implementation, monitoring and evaluation in collaboration with relevant KCAP staff members. 
  • Collaborate closely with other KCAP team members to smoothly implement and maximize the impact of project activities
  • Continuously track overall work plan progress on subprojects and review with team members on a regular basis, including budget expenditures, burn rates and achievement towards targets and utilize the information from the monitoring for program improvement and increase effectiveness and efficiency
  • Assist team members to regularly track the program progress and to prepare, analyze, review and use data generated through the KCAP monitoring and evaluation system for program improvement
  • Coordinate and ensure adequate and timely support to sub awardees and other project partners for on-site coaching and mentoring. Conduct supportive supervision and monitoring visits of field activities
  • Design and deliver presentations related to FHI 360 programs at the state/province and local level as needed
  • Serve as a key liaison with both internal and external stakeholders, coordinating meetings, tracking progress of their contributions to project outcomes, and troubleshooting, as needed
  • Communicate all programmatic decisions to direct reports in a timely manner through effective communication channels
  • Coordinate to monitor security-related situation and issues in FHI 360 project districts on a regular basis, assess impact on programs, report any issues or problems to the supervisor and make recommendations for strategies to minimize the impact
  • Contribute to prepare program-related reports, documentation and write-ups including updates for program and technical meetings, quarterly progress reports, paper publications, abstracts, newsletters and success stories. 
  • Supervise Program Officers
  • Represent KCAP in external functions as needed at the state/province level
  • Perform other duties as assigned by the Principal Investigator
