National Association of People Living with HIV in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at the national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through the formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV and AIDS in Nepal. NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care, and support, counseling, raising community awareness, providing information and education, and improving access to the healthcare and legal services. 

NAP+N is seeking applications from qualified, smart, and result-oriented Nepali citizens for the following positions to support HIV and TB programs focusing on HIV case finding among other vulnerable populations (Migrant and their spouse) in the community.

Main Purpose of the Job

Lead in the efficient and effective implementation of HIV related research activities.

Position: Project Liaison Officer
Level: 5
Reports to: Program Manager
Duty Station: Project Management Team at Center office and travel to project sites when necessary 
Position type: Contract
Contract Duration: Initially up to 31st December 2022 and possibility of extension
Time input: 100%

Role Purpose: 

This position support the Program team of NAP+N of HIV and AIDS program related activities under The Global Fund project contract between Save the Children and National Association of PLWHA in Nepal.

The Project Liaison Officer is one of the members of the Program Management Unit of NAP+N. The Officer will work closely under the supervision of Program Manager. This position will support the NAP+N in documentation, Organizational Development & Communication with CBOs, Donors and Other Stakeholders. 

Responsibilities:

Following is the list of specific duties and responsibilities that fall within the scope of the job. The incumbent will perform these tasks when necessary and as appropriate, depending on the context. In addition, it may be necessary for the individual to perform duties and responsibilities that, while not specifically listed below, fall under the general categories of this job description and are within the spirit of the job.

Under the general guidance and supervision of Program Manager, the incumbent will provide the following services:

  • Work in a team to produce programs that are satisfactory to all relevant parties in an organization, such as line managers, accountants and senior managers at board level
  • Collect and verify the documents for the staff appraisals.
  • Amend and revise programs as necessary, in order to adapt to changes occurring in the work environment
  • Contribute to the development of HR/OD documents or project documents such as the ‘Induction Manual’ and ‘Code of Conduct’;
  • Assess the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the company.
  • Identifies/incorporates best practices and lessons learned into program plans.
  • Provides a broad range of consultative services to all levels of employees regarding policies and procedures.
  • Provides expertise in strategy development and execution, planning and facilitation of employee relations efforts.
  • Consults with management and employees on different issues and charges.
  • Designs and develops HR training programs for management and employees.
  • Develops learning activities, audio-visual materials, instructor guides and lesson plans.
  • Reviews evaluations of training courses, objectives and accomplishments.
  • Any other duties assigned by Project management team.

Required Competency: 

  • Bachelor's Degree in Social Sciences or any other field with 3 years of working experiences in related field. 
  • Fluent in English and Nepali Languages.
  • Should be strong and must have team player skills.
  • Results and detail-orientation and the ability to work with a sense of urgency in a multicultural and diverse environment.
  • Ability to work with target groups they are people living with HIV and AIDS.
  • Good interpersonal communication skills and calm even under pressure.
  • Command in report preparation, event note and record keeping.
  • Proficiency on computer usage on office Packages, email and internet.
  • Priority will be given to the candidates from disadvantage and under privileged groups, women and People living with HIV (PLHIV).
