SUPERVISES: N/A
PERIOD OF CONTRACT: Six months with the possibility of extension subject to funding availability

1. SUMMARY OF JOB RESPONSIBILITY

Under the direction of the Finance & Grants Director, the Program Finance Consultant will assist the Senior Program Finance Officer in managing grants/contracts under the FCDO funded project in Nepal. S/he will assist ensuring full compliance of all grants/contracts with FCDO rules and regulations, assist in monitoring and financial reporting of partners, oversee grant/contract payments, assist in trainings and capacity building to partners, and coordinate with programs, grants, finance and administration staff. This position will be based in Kathmandu with frequent field visits.

2. RELATIONSHIPS

Internal

Daily contact with Senior Program Finance Officer, Finance & Grants Director and Finance & Grant Unit. Regular contact with relevant Foundation staff as needed.

External

Regular contact with local partners and vendors.

3. REQUIREMENTS

Experience

  • At least four years’ experience in managing a portfolio of grants/contracts, monitoring and reviewing financial reports of local implementing partners.
  • Experience in managing donor funded project is preferred.
  • Good interpersonal, convincing and prioritization skills
  • Knowledge of Labor Law, Labor Act and other legal aspects concerned with taxation is preferred.
  • Fluent in English and Nepali, both written and spoken

Education

Bachelor’s degree in accounting, Finance, or relevant field. Experience in auditing will be preferred.

Other

Excellent communication skills, creative thinking, willing to take initiatives, ability to critically analyze information, fully conversant with using the Microsoft Office suite of programs, particularly MS Word, Excel, and Power Point, strong inter-personal skills, and ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds, willingness to undertake duty travel to districts.

4. JOB FUNCTIONS

  • Under the supervision of Sr. Program Finance Officer, draft Letters of Grant, Letters of Contract, amendments, and other necessary document for program development and implementation.
  • Update Subaward Management System (SMS) and Procurement Management System (PROMS) on timely manner and review grant files for complete documentation. Conduct PIMS and EPLS check on grantees and vendors.
  • Assist in the development of project budgets, partner budgets and spending projections.
  • Perform due diligence of grantees with support from Sr. Program Finance Officer and program Staff.
  • Assist in ensuring compliance with grant management and financial policies and practices of The Asia Foundation and its donors.
  • Assist Sr. Program Finance Officer in reviewing of financial reports from local implementing partners, and coordinates implementation and information sharing with other program staff.
  • Support Program staff to prepare requests for payment (RFP) for grantees/contractors.
  • Undertake field visits, as necessary, to monitor project implementation and meet partner organizations.
  • Support in reviewing and monitoring of spending projection for assigned projects.
  • Contributes to financial monitoring discussion during the monthly program review and spending projections meetings
  • Assist in training of financial management practices, spending projections and other identified financial support needs to local implementing partner.
  • Assist in preparing donor financial report.
  • Review and analyze monthly project Budget reports.
  • Consult with program colleagues on project budget matters, finance related matters and financial application.
  • Communicate with team members of the Finance and Grants unit on weekly fund requests, banking, and payment issues.
  • Conduct registration of new grants in the system.
  • Provide support in updating project budget and spending.
  • Undertakes other duties as assigned by the Supervisor.
