Program Development Specialist is responsible to support in overall areas of program development and designing. The incumbent is primarily responsible to support in donor coordination and cultivation, donor intelligence gathering, proposal development, fundraising and strengthening organizational profile. S/he will support in developing high quality funding applications in timely manner ensuring donor compliance and contractual requirement. S/he will support in development, update and implementation of CARE’s resource mobilization strategy to secure fund from existing and potential donors. S/he will maintain relationship with multiple government line ministries and CARE International (CI) members to understand government plans and provisions and CI interest areas and expertise.
This position requires working closely with thematic coordinators, technical specialists and budgeting experts during design process and critical stages of the project cycle. This position is also responsible to coordinate with finance and human resource team to ensure appropriate costing and resourcing for new proposals, as well as with project and cluster teams to draft concept notes incorporating gaps identified or issues generated during project implementation. The incumbent is expected to ensure mainstreaming of gender and social inclusion considerations into all designs, documents and also ensure that new program development is aligned to the CARE Nepal Business Strategy and CARE International Vision 2030 priorities.
