Role purpose:
The Program Coordinator - Livelihoods & Social Protection will be responsible to lead and manage Livelihood and Social Protection Project (LSP) implemented in Udaypur district in close coordination with the Save the Children team, concerning government line agencies and civil societies in such a way that it provides tangible benefits to children and targeted communities. S/he will offer technical support for social protection and nutrition education related to the project. Project budget tracking is one of the core areas of responsibilities. The position holder will be responsible for ensuring quality delivery of the project at implementing sites by best utilizing the available resources to attain the project’s goal, adhering to Save the Children's Country Strategy Plan and Global Initiatives. S/he is also responsible to develop capacity of the project staff and partners to implement these projects through various approaches. Besides, s/he will represent Save the Children at region and district.
Term and Location: Fixed term position based in Udaypur under Eastern Regional Office (ERO)
Required Qualification: At least Bachelor's degree (Masters preferred) in Agriculture, Livelihood, Social Development, Management or any other related discipline
with at least five years experience in managing similar programs/projects (focusing on agriculture, livelihood) preferably in I/NGOs
Key Areas of Accountability:
Project Planning and Budgeting
- Provide strategic direction & guidance in planning and budgeting of LSP project in accordance with the guidelines, framework, policies and country strategic plan
- Ensure and support the LSP Project Staff and partners to develop plan and budget along with Detail Implementation Plan (DIP) and phased budget
Project Implementation
- Ensure the partners implement the plan & budget as stipulated in the detail implementation plan and phased budget, and provide support for recovery plan if required to achieve the stipulated results
- Provide adequate managerial and technical support to the project staff and the partner to implement detail implementation plan and phased budget
- Ensure monthly Program progress, budget vs. expenses tracked for the project and submit it in time. And, develop corrective action plan if required
- Conduct on site budget vs. expenses monitoring in partner organization and provide feedback if required for improvement
- Conduct regular (monthly) analysis of program implementation to identify strengths and weaknesses of the project and share with the relevant team for appropriate action
- Ensure that partners have quality assurance mechanisms built in programs they implement
- Prepare implementation guidelines and ensure minimum standard are met
Project Monitoring and Evaluation
- Work closely with M & E team to develop M&E plan, prepare and implement tools and checklists for monitoring and for training partner staffs on their use
- Ensure and support for Baseline establishment, end line collection, midterm and final evaluation process
- Conduct regular field visits with appropriate tools and checklists, including interacting meaningfully with beneficiaries to learn about program effectiveness and needs of the beneficiaries
- Conduct the review of progress made by the partner organization on a trimester basis and identify and work with partner organizations to improve their capacity, cost efficiency, accountability and organizational performance. Assist partners to make necessary changes in their original plans if required
Project Reporting and Documentation
- Ensure that the partners provide analytical insights on project reports and produce high quality reports with verified data
- Compile and Prepare high quality reports as per SC and the donor’s requirements and timely submit
- Support the partners to document the innovative approaches, best practices, lesson learned, and case studies and shared at appropriate level
- Ensure all project documents such as donor/member’s approval, donor compliances, sub grant agreement, project budget and plan, reports – project progress, audit, evaluation) are loaded into Award Management System (AMS)
Lead and ensure best practices are well documented
- Capacity Development SC, Partners and Stakeholders
- Lead, manage and motivate partner staffs and make sure they have clear understanding on the project’s objectives, results, strategies, co- relation of outcomes, outputs and interventions
- Ensure Partners are clear on their assigned tasks and SC’s zero tolerance policies
- Lead on capacity building of partner staff through coaching, mentoring and training
- Design and develop training manual, internal protocol /guidelines/leaflets and facilitate in building capacity of partners, and stakeholders for effective implementation of the projects
Partnership Management, Compliance and Organization Development
- Ensure awards/projects are managed in line with member and/or donor policies.
- Ensure that the partner comply the organizational policies, Government, SC and donor’s requirements in time.
- Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies
- Ensure the partners have developed enough and comprehensive policies as per need of their organizational complexity, grant size, staff volume and program portfolio
- Support the partners to prepare and implement organizational development plans including budget and monitor accordingly
Coordination, Collaboration and Networking
- Establish strong institutional relationship with relevant government agencies particularly, District Development Committee, women and Child Development Office, District Child Welfare Board, DADO, District Cottage Industry and Village Development Committees for effective implementation of the projects, SC’s visibility and sustainability of the project interventions
- Maintain close coordination with other themes especially with Child Protection, Education, Health & Nutrition for a productive collaboration and synergy
- Keep Programme Manager-Livelihood and RPM abreast regularly on the progress, consult for key decisions and way forward in the area responsible for
Representation
- Represent Save the Children and its values at the local, and district, level. Coordinate with other development organization to reduce duplication and sharing learning.
Knowledge, Skills and Experience
- Good understanding of Livelihood programming or relevant thematic area
- Solid project delivery, implementation and monitoring skills with a proven history of delivering results
- Ability to analyze information, evaluate options and to think and plan strategically
- Skills related to participatory methods, computer literacy, financial management, and team management
- Proven experience in developing and managing partnerships with PNGOs
- Proven experience in coordination with government partners (District agriculture office, Livestock office, Cooperative) and the ability to lead, motivate and develop others
- Effective interpersonal skills including leadership skills and ability to motivate those line managed by you and provide constructive feedback on performance
- Fluency in written and spoken English and Nepali, as well as excellent report writing skills
- Ability and willingness to stay and travel to any parts of the country
- Understanding and commitment to Save the Children’s aims, values and principles including rights-based approaches
