LOCATION: Biratnagar, Eastern Field Office (EFO)

ROLE PURPOSE:

We work together, with our partners from civil societies and government, to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. We reached approximately two million populations and invested over 29 million US dollars in 2012 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, and Humanitarian crises.

The Program Coordinator - Global Fund is responsible to support the regional team in managing program implementation. S/he will assist the Senior Program Manager and Project Manager to manage HIV and AIDS, Tuberculosis and Malaria program being implemented in EFO. And also provide technical back stopping to sub-recipients (SRs) and government run SDPs like DOTS, ART, OST, HTC and PMTCT. The technical support will include support in the areas of migrants, PWIDs, care and support and capacity building. 

The position holder requires to make frequent field visits to SRs and Government run SDPs to ensure field based staff have adequate technical and programmatic support to meet and maintain program quality at all level.

 

KEY AREAS OF ACCOUNTABILITY:

  • Ensure that the program quality are maintained and managed by the SRs according to national guideline and protocol
  • Ensure for timely, complete and quality monthly reports from the SRs and Government SDPs
  • Monitor program progress and budget expenses on monthly basis and prepare follow up plan as necessary in consultation with the central staffs.
  • Assist in organizing technical training/orientation to enhance the capacity of SRs as planning and ensure the sustaining of quality of the work 
  • Organize and or/ participate actively on monthly, trimester and annual review meetings 
  • Develop a plan of action with the SRs based upon the review meetings and ensure they are immediately followed 
  • Prepare program report including progress analysis, gap identification, program quality assessment
  • Coordinate and collaborate with government and likeminded organizations in the region for better synergy and resource sharing. 
  • Supporting Save the Children dual mandate of development programs as well as being the leader in Emergency preparedness and response for children


Capacity building

  • Assist/advice management teams to plan, design, implement and monitor the quality of training/workshop at PR and SR level. 
  • Assist/advice to plan, design and conduct capacity assessment of implementing partners/SRs and create a plan to address key issues. Also advice/assist team to plan, design, and conduct programmatic audit of implementing partners/SRs, create and translate a plan to address key issues. 
  • Guide in ensuring preparation of appropriate training and documentation system
  • Enhance capacity of implementing NGOs/SRs to effectively monitor and evaluate their assigned activities by using developed tools and database

Program Coordination

  • Establish strong coordination and linkages with DACC, SRs and regional based likeminded organization for program synergy
  • Ensure efficient & effective coordination, capacity building and documentation support for the important events related to HIV/AIDS.
  • Ensure proper coordination/participation of the SR and provide support on issues pertaining to HIV/AIDS, TB and Malaria
  • Provide coordination support to the implementing partner NGOs/SRs
  • Participate in meetings with DACC, SRs and other regional meeting


QUALIFICATIONS, SKILLS AND EXPERIENCE:

Education:

  • Master's degree in Health (preferably in Public Health), Management or related Social Science(s)

Relevant Experience:

  • At least 3 years (2 years for GSI* group) of expereince in managing public health programs/projects preferably in HIV & AIDS, TB and/or Malaria

*GSI group include Female, Dalit, Madhesi, People with Disabilities and other indigenous/minorities


Skills

  • Excellent verbal and written communications skills 
  • Proficient in computer skills and applications
  • Demonstrated effective interpersonal skills, ability to work well in a team
  • Excellent management and coordination skills
