TITLE: Program Associate (Climate Change) – Consultant 
UNIT: Nepal office
LOCATION: Kathmandu
REPORTS TO: Climate Action Officer 
SUPERVISES: N/A
CONTRACT PERIOD: Till December 2024 with the possibility of extension.

1. SUMMARY OF RESPONSIBILITIES

The Program Associate (PA) is responsible for providing administrative, management and program  support to the Subnational Governance Program (SNGP). The PA will also provide support in other  program areas as assigned.  

2. RELATIONSHIPS

Internal  

Extensive interaction with members of the SNGP team, governance partners, consultants, other  program units within the Foundation, as well as with the Finance and Administration units of the  Foundation. 

External  

Regular contact with implementing partners, civil society and professional organizations, and  academic and other local institutions. 

3. REQUIREMENTS

Education

Bachelor’s degree in environment sciences, development studies, public policy, or other relevant  discipline.

Experience

At least three years’ experience working in the development field. Relevant experience in development  assistance.  

Other

Knowledge of climate change and governance. Experience in assisting quantitative and qualitative data collection, and analysis. Good communication and interpersonal skills in English and Nepali. Ability to harmoniously interact with people from a diverse cultural and professional backgrounds.  Time management skills. Ability to multi-task and work under pressure. Willingness to travel to districts across the country. Ability to work independently and in a team environment. Proficient computer skills (Microsoft Windows, Word, Excel, PowerPoint, Outlook). 

4. JOB DUTIES AND RESPONSIBILITIES

  • Prepare contracts of consultants, partners, contractors, and vendors. 
  • Provide administrative support towards ensuring all general administration such as travel  advance settlements, Request for Payment (RFP), etc.
  • Follow-up with consultants and partners for timely submission of deliverables ensuring timely submission of reports and financials. 
  • Assist to maintain monitoring and documentation of project indicators related to outcomes, Intermediate Results (IR), and output levels, ensuring timely data collection, data validation, and reporting. 
  • Assist the Communication Unit to identify, prepare, and disseminate relevant climate change related updates, progress, and success stories.  
  • Assist to monitor and analyze disaggregated data to ensure inclusivity and effectiveness of program interventions at the local, provincial, and federal levels. 
  • Review documents and reports from partner organizations and consultants on a quarterly basis to ensure accuracy and alignment with the program objectives. 
  • Plan, coordinate and convene partner and outcome meetings on a monthly basis. 
  • Assist in organizing logistics for climate change related activities and events, including meetings, workshops, and reflection sessions. 

Other Responsibilities  

  • Provide support to other on-going programs and activities of the Foundation, as may be necessary. 
  • Other duties as assigned by the Country Representative or designate.
