TEAM/PROGRAMME: Global Fund

LOCATION: Nepal County Office, Kathmandu

CONTRACT LENGTH: Fixed term grant

CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

We reached approximately two million populations and invests over 40 million US dollars annually to reach more children than ever before, through programs in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, and Humanitarian crises.

The Procurement Specialist is responsible for ensuring that government partners, Epidemiology and Disease Control Division (EDCD), National Center for AIDS and STD Control (NCASC), and National Tuberculosis Center (NTC) procure commodities budgeted under the Government of Nepal’s own fund for the effective implementation of national malaria, HIV & AIDS and TB programs respectively.

KEY AREAS OF ACCOUNTABILITY: 

  • Support the government partners in the preparation of procurement plans (master procurement plans, annual procurement plans), and their approvals including inclusion of the plans in consolidated annual procurement plan as necessary.
  • Work closely with PSM staff of Save the Children country office and respective government partners to help in preparing specifications and finalizing the quantities finalize quantities for procurement. In case of commodities like anti-retroviral drugs and anti-TB drugs, where both Government of Nepal (GoN) and the Global Fund (GF) procure them, it is necessary to ensure that commodities are allocated between the two sources such that there are neither wastages nor stock outs.
  • Support the government partners in the preparation of bid documents that meet the requirements of public procurement act and regulations. Coordinate with respective units for specifications and scope of work.
  • Support the government partners in following required procurement procedures such that they are able to stand any challenge.
  • Maintain cordial and professional relationship with the government partners.
  • Provide updates about procurement related progress, and potential delays on a weekly basis.
  • Train, coach and mentor the procurement and supply chain staff of the government entities to increase their capacity in all types of procurement, supply chain management
  • Asses procurement capacities of the government partners, and suggest ways for and work with the partners for improvement.
  • Undertake any other assignments as requested by the Supervisor.

QUALIFICATIONS

  • Master’s degree in Management or Public Administration

EXPERIENCE AND SKILLS

Essential

  • Minimum 7 years of relevant work experience in GON’s public procurement, with at least 3 years in a senior management position
  • Thorough understanding of acts, regulations and procedures of public procurement in Nepal.
  • Understanding of public procurement system, challenges and potential improvements.
  • Experience serving as a coach or mentor to local stakeholders to build capacity
  • Excellent computer skills (MS Excel, Word and PowerPoint)
  • Advanced level oral and written English and Nepali proficiency. 

Desirable

  • Knowledge of supply chain management
  • Understanding of administrative, financial management and budgeting of GoN program 
  • Project management skills involving multiple stakeholders
  • Ability to type in Nepali
