Job Description: Procurement Director
Department: Procurement & Supply Chain
Location: Kathmandu (with possible placement anywhere in Nepal as per business needs)
Reports To: Chief Executive Officer

Role Purpose

Provide strategic direction, leadership, and governance to Ncell’s centralized procurement, logistics, and warehouse functions. The role is responsible for ensuring cost optimization, operational excellence, compliance with company and regulatory standards, and alignment with regional and global procurement strategies. The Procurement Director will act as a key business partner, driving sourcing efficiency, supplier performance, and long-term value creation for the organization.

Key Responsibilities

Strategic Leadership

Define and execute the procurement strategy in alignment with Ncell’s business objectives and group directives.
Provide strategic inputs to the overall business planning process, with a focus on optimizing cost structures and capital expenditure.
Lead the transformation of procurement and supply chain functions, embedding innovation, sustainability, and digital enablement.
Ensure all procurement activities comply with Ncell’s policies, procedures, and Delegation of Authority (DoA) matrix.
Establish governance frameworks to manage procurement risks, internal controls, and reporting standards.

Procurement & Sourcing Excellence

Lead end-to-end procurement operations including sourcing, contracting, supplier selection, and performance management.
Drive negotiation strategies that secure optimal commercial and contractual outcomes for Ncell.
Participate in high-value or strategic supplier negotiations to safeguard business interests.
Ensure all contracts and vendor relationships meet global and local compliance standards.

Stakeholder Management

Serve as a strategic advisor to business unit leaders, providing insights on sourcing, supply markets, and cost optimization opportunities.
Foster cross-functional collaboration to ensure procurement supports Ncell’s operational and strategic goals.
Build strong supplier partnerships while maintaining transparent and ethical business practices.
People Leadership & Capability Development
Develop and mentor a high-performing procurement team with clearly defined competencies and measurable objectives.
Ensure capability building through structured training and exposure to best practices in procurement and contract management.
Promote a culture of accountability, ownership, and decision-making across the function.

Qualifications & Experience

Master’s Degree with at least 10 years of experience, including 5 years in managerial or leadership roles; Professional Certification related to procurement would be an added advantage
Proven track record in leading procurement, logistics, and supply chain functions in a large-scale, multi-stakeholder environment.
Demonstrated ability to establish strategic direction and manage stakeholder relationships effectively.
Strong commercial acumen, negotiation, and contract management expertise.
