The Procurement and Supply Chain Advisor is responsible for providing technical assistance to the Management Division in the areas of procurement, supply chain, and logistics management systems to improve access to COVID-19 prevention, testing, and treatment services. This includes coordinating and collaborating with entities for HIV, Tuberculosis (TB), and malaria, Provincial Health Divisions (PHDs), GF, and the Primary Recipient (PR) of the COVID-19 Response Mechanism (RM) grant.

Key Responsibilities

  • Support in preparation of procurement and supply plan for commodities related to COVID-19, HIV, TB, and Malaria. 
  • Support to identify the evolving technical assistance (TA) needs and gaps in supply chain and logistics management system to improve access to COVID-19 prevention, testing, and treatment services. 
  • Responsible to strengthen and ensure coordination of data management between the Logistics Management System (LMS), the Integrated Health Information Management System (IHIMS) and the electronic Logistics Management Information System (eLMIS).
  • Provide TA to strengthen eLMIS at the federal, provincial, and local level. 
  • Support to conduct procurement and supply chain management-related trainings to the selected staff from MOHP, its department, divisions and centers, and health offices, if there are critical needs and gaps.
  • Support MD and national programs in quantification and forecasting of commodities required for COVID-19 RM, HIV, TB, and malaria. 
  • Ensure use of standard documentation and timely reporting for program inventories.
  • Set-up and maintain procurement and logistics files, assuring that all required documentation/approvals are in the files to meet required compliances.
  • Support in preparing necessary documentation (purchase request letters and requests for waiver) for approval to purchase for government, EpiC and USAID-funded and other donor-funded pharmaceuticals, test kits and other commodities including rapid procurements when needed. 
  • Manage procurement from international suppliers including customs clearance, import duties
  • Oversee supply chain management. This includes, overseeing warehousing and distribution and ensuring that commodities are supplied in timely fashion (according to program timelines) with adequate shelf-life at time of supply, and storage and transport conditions are met (cold chain monitoring etc.)
  • Conduct supportive supervision in service delivery sites and provide onsite coaching on logistics management.
  • Coordinate with MOHP and Save the Children/GF for securing supply of COVID-19, HIV, TB and malaria commodities. 
  • Performs any other duties as assigned by the supervisor, focal point of MD, EpiC Nepal Project Director and FHI 360 Nepal Country Director.

Requirements:

  • Master's degree in a health or pharmacy-related field or business administration with three to five years of experience in procurement and supply chain management.
  • Pharmacology and/or experience of working in a COVID-19 response, HIV/TB/Malaria, pharmaceutical company or in government commodities supply chain management including eLMIS and health management information system will be an asset.
  • Knowledge and understanding of Government of Nepal’s as well as Global Fund’s relevant rules, regulations, policy, procedures, and plan particularly procurement, supply chain management and contracting.
  • Experience in working effectively across various teams within the project and organization and building and sustaining positive working relationships with non-government organizations, private sectors, government, and other stakeholders.
  • Proactive in managing multiple tasks, managing, and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed. 
  • Ability to work independently on several tasks with minimal supervision and ability to work with multiple stakeholders including different departments, divisions, and centers of MOHP.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills. 
  • Excellent oral and written English and Nepali including documentation skills.
  • Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
  • Ability to travel to the field 20 to30 percent of the time.
